Physical Protection SCE shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:

"San Onofre Nuclear Generating Station, Units 1, 2, and 3 Physical Security Plan," with revisions submitted through March 15, 1989; "San Onofre Nuclear Generating Station, Units 1, 2, and 3 Security Force Training and Qualification Plan,"

with revisions submitted through October 12, 1988; and "San Onofre Nuclear Generating Station, Units 1, 2, and 3, Safeguards Contingency Plan," with revisions submitted through December 30, 1988. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.

PHYSICAL SECURITY PLAN Station Security o

Upon receipt of the individual's card-key badge from M&AS, encodes the individual's approved access level codes onto the card-key badge, and o

Delivers the individual's card-key badge to the designated badge issue point for its use in implementing the final, pre-PA entry access authorization function.

5.1.1 Screening 5.1.1.1 SCE Employees. Final unescorted access to the PA and VAs is granted to SCE employees only following satisfactory completion of the checks prescribed in Section 5.5, and the card-key badging prerequisites, reviewed and approved by the SONGS Screening Supervisor (under the cognizance of the Manager, M&AS), including the screening requirements described below.

Employees with less than three years of continuous trustworthy employment with SCE:

o A Background Investigation (BI) check that includes criminal record, previous employment, and reference checks covering the most recent three years.

o A judgment of reliability and stability based upon written answers to the Minnesota Multiphasic Personality Inventory (MMPI) examination. Written answers to the MMPI are evaluated by a licensed psychologist or psychiatrist trained to identify aberrant behavior, who furnishes the results to the SONGS Screening Supervisor for review.

o Individuals whose MMPI tests results were unfavorable or indeterminate, i.e., results which cast doubt on the individual's emotional stability or ability to discharge their duties competently, will be clinically interviewed by a licensed 23 psychologist or psychiatrist trained to identify aberrant behavior.

The results of the clinical interview are furnished to the SONGS Screening Supervisor for review.

Employees with three or more years of continuous trustworthy employment with SCE:

o Documentation of at least three or more years of continuous trustworthy employment of the individual with SCE through a review of the individual's employment record, accomplished by the SCE Corporate Office, who furnishes the results to the SONGS Screening Supervisor for review.

PHYSICAL SECURITY PLAN 5.1.1.2 Non-SCE Workers. Unescorted access to the PA and VAs is granted to non-SCE workers following satisfactory completion of the checks prescribed in Section 5.5, and the card-key badging prerequisites, reviewed and approved by the SONGS Screening Supervisor, including the screening requirements described below.

Non-SCE workers with less than three years of continuous trustworthy employment with their employer:

0 Documentation of at least three or more years of continuous trustworthy employment with their employer through a review of the individual's employment record, accomplished by the individual's employer, who furnishes the results to the SONGS Screening Supervisor for review.

5.1.1.3 Interim Access to Safeguards Information. Interim access to safeguards information may be granted an individual contingent upon submittal of fingerprints to the NRC in accordance with 10 CFR 73.57. The criminal history resulting from the FBI check must be considered immediately after receipt to determine whether that individual's access should be continued, suspended or terminated.*

0 PHYSICAL SECURITY PLAN 5.1.1.4 Temporary Unescorted Access Program. A temporary unescorted access program is also in effect at SONGS. It allows SCE employees and non-SCE workers temporary unescorted access to the PA and VAs pending satisfactory completion of the normal screening described in Sections 5.1.1.1 or 5.1.1.2 and initiation of the requirements prescribed in Section 5.5. (The footnote to Section 5.1.1.3 applies.)

Temporary unescorted access to the PA and VAs is granted only following satisfactory completion of card-key badging prerequisites, including the following screening requirements:

o Some form of positive photo-identification (e.g., a driver's license).

o A favorable recommendation of one developed character reference who has had frequent and direct association with the applicant.

A credit check.

o A judgment of reliability and stability based on written answers to the MMPI examination. Written answers to the MMPI are evaluated by a licensed psychologist or psychiatrist trained to identify aberrant behavior, who furnishes the results to the SONGS Screening Supervisor for review. Individuals whose MMPI test results are unfavorable or indeterminate, or results which cast doubt on the individual's emotional stability or ability to discharge their duties competently, receive a clinical interview by a licensed psychologist or psychiatrist before the individual's MMPI test results are furnished to the SONGS Screening Supervisor for review.

o Evidence that a request for a criminal history check of the individual by the FBI has been submitted to the NRC.

o The Manager, M&AS or his designee, receives and reviews the screening results and uses this information in making the decision to approve or deny temporary access.

This level of screening will allow an individual to be issued temporary unescorted access, which authorizes access to the PA and designated VAs, not to exceed a period of 180 continuous days from the date of authorization (no extensions authorized).

5.1.1.5 Transfer of Unescorted Access Authorization An individual's unescorted access authorization granted by other nuclear power plant licensees may be transferred to SCE via correspondence, computer data 5-4 Rev. 23

PHYSICAL SECURITY PLAN transfer, or telecopy. SCE shall verify that the individual currently holds a valid unescorted access authorization or had a valid unescorted access authorization which was terminated under favorable conditions within the previous 365 days. SCE will cross-check information such as name, date of birth, social security number, sex and other applicable physical characteristics for identification. If the screening results for unescorted access do not meet the screening requirements described in Section 5.1.1.1 or 23 5.1.1.2, the missing screening requirements shall be satisfactorily completed by SCE prior to approving unescorted access.

5.1.1.6 NRC Personnel. Screening of NRC personnel is the responsibility of the NRC and is not verified by SCE. Possession of an NRC Photo Badge is verified, however, at the time that access is granted. For NRC consultants, written certification is provided by the Commission that screening equivalent to ANSI N18.17 has been completed satisfactorily.

5.1.1.7 Documentation of Screening Results for SCE Employees and Non-SCE 23 Workers.

The results of SCE employee and non-SCE worker screening are documented. The documents are maintained in a manner consistent with federal and local privacy acts and are available for NRC inspection at the SCE Corporate Office for SCE regular and personal contract employees screened before April 1, 1987, and by M&AS for SCE regular and personal contract employees screened on or after April 1, 1987. The screening documents for SCE temporary employees* and non-SCE workers are also maintained by M&AS.

Certification that screening has been satisfactorily completed for all individuals granted unescorted access is available at M&AS for NRC inspection.

5.1.1.8 Unescorted Access Authorization Received from Other Utilities.

Documentation is maintained in a manner consistent with federal and local 23 privacy acts and is available at M&AS for NRC inspection.

5.1.2 Picture Badge (Card-Key Badge) System Individuals who are authorized unescorted access to the PA and VAs are issued a tamper-resistant, numbered, card-key badge. The following color code is used:

o Red:

unescorted access to the PA and VAs, including radiologically restricted areas; and o

Blue:

unescorted access to the PA and VAs, excluding radiologically restricted areas 23 Individuals who are not authorized unescorted access to the PA are issued numbered, white badges marked "Visitor -- Escort Required" (see Section 5.1.3).

Escorts are assigned numbered, orange badges, which visually designate them as escorts.*

All card-key badges remain at the station at all times. They are turned in at the SPF or SVAF. When in transit between processing facilities and during other necessary movement, they are under the continuous control of members of the security organization.

Personnel are required to display their card-key badges in a conspicuous manner at all times while inside the PA, except when exempted for health physics (intentionally covered to protect against contamination) and maintenance (intentionally covered or taped-over to prevent foreign material from entering plant systems or components) reasons. In this case, personnel may be exempted while working within the designated health physics or foreign material exclusion area boundary.

  • Designated uniformed security force personnel, when acting as escorts, are exempted from wearing the numbered, orange badge.

PHYSICAL SECURITY PLAN Industrial Security Force (ISF): a force comprised of a security supervisor, SOSs and watchmen who are responsible to Security Management for security functions in the SONGS OCA.

Key Compromise:

unauthorized removal from the PA of keys whose misuse would 23 jeopardize the integrity of the PA, VAs, or the plant security/safety function and for which investigative evidence indicates intent to misuse, or loss of such keys.

Lock Change:

Material and Administrative Services Division (M&AS):

responsible for personnel access authorization functions for determining an individual's eligibility for unescorted access to the plant PA/VAs.

Monthly:

at least once per 31 days.

Non-Designated Vehicle: a vehicle granted temporary PA access by work order or equivalent written permission for a work-related need (if the vehicle does not have written permission, the SC may verbally grant permission based on confirmation of the work-related need by the appropriate supervisor/manager), and searched in accordance with Section 5.2.1 of this plan; these vehicles require escort by security personnel while within the PA.

On-Site Review Committee: a site management group that provides an overview of SONGS safety activities as required by Technical Specifications.

Protected Area:

the area surrounding Units 1, 2 and 3 that is encompassed by physical barriers and to which access is controlled; the entire Site comprises one PA.

Quarterly or every 3 months:

at least one per 92 days.

Security Condition (SECON): a graded series of contingency concern, color coded yellow, orange or red (green denotes deescalation phase), to denote the degree of increased security responsiveness to a credible SCP threat situation.

Security Force/Personnel:

security officers and watchman.
