Docket Nos. 50-206, 50-361 and 50-362 Physical Security Plan Revision Amendment Application Nos. 163, 76 and 62 San Onofre Nuclear Generating Station Units 1, 2 and 3 Enclosed are Amendment Application Nos. 163, 76 and 62 to Facility Operating Licenses DPR-13, NPF-10 and NPF-15 for San Onofre Nuclear Generating Station, Units 1, 2 and 3, respectively. These Amendment Applications consist of proposed changes OPR-13-203 (PCN-203) and NPF-10/15-286 (PCN-286) which include Proposed Revision 23 to the Physical Security Plan.

PCNs 203 and 286 are requests to update Unit 1 License Condition 3.G and Units 2 and 3 License Conditions 2.E to reflect the Proposed Revision 23 to the Physical Security Plan.

Proposed Revision 23 to the Physical Security Plan is a request to change Physical Security Plan Section 5.1.1, "Screening," to reduce the number of clinical interviews, replace the current interim badge program with temporary unescorted access authorization, and provide for transfer of unescorted access authorization from other nuclear power plant licensees.

These Physical Security Plan changes are based in part on the NRC "Nuclear Power Plant Access Authorization Program; Policy Statement" which was published as a proposed policy statement in the Federal Register (pp.

7534-7539) on March 9, 1988. Southern California Edison believes that these proposed changes will simplify the screening process at San Onofre without compromising the current standards for determining an individual's suitability for unescorted access to the Protected Area or Vital Areas.
