LICENSE CONDITION CHANGES:
Unit 1 License Condition 3.G and Units 2 and 3 License Condtions 2.E are updated by editorially changing the date for submittal of revisions to the San Onofre Nuclear Generating Station, Units 1, 2 and 3 Physical Security Plan" from April 22, 1988 to March 15, 1989. Similarly,the date for submittal of revisions to the "San Onofre Nuclear Generating Station, Units 1, 2 and 3 Security Force Training and Qualification" is changed from October 22, 1986 to October 12, 1988, and the date for submittal of revisions to the "San Onofre Nuclear Generating Station, Units 1, 2 and 3 Safeguards Contingency Plan" is changed from December 29, 1987 to December 30, 1988.
The footnote to Units 2 and 3 License Conditions 2.E, which refers to the initiation of the Safeguards Contingency Plan, is editorially deleted. The Safeguards Contingency Plan was previously an individual chapter within the Physical Security Plan and was made a separate document by a 10 CFR 50.54(p)
Physical Security Plan change dated September 29, 1983. This September 29, 1983 Physical Security Plan change is included in the revisions referred to in License Condition 2.E.

ANSI/ANS 3.3-1982 On March 9, 1988, an article entitled "Nuclear Power Plant Access Authorization Program: Policy Statement" (Reference 1) was published in the Federal Register for comment. The statement provided NRC proposed policy regarding unescorted access to protected areas and vital areas at nuclear power plants. The proposed policy statement essentially adopted the screening guidelines of NUMARC, Revision 8A (Reference 2).
In order to implement several provisions of the proposed policy, a revision to the San Onofre Nuclear Generating Station (SONGS) Physical Security Plan (PSP) is necessary.
Described below are three proposed security plan changes concerning screening requirements for unescorted access to the protected and vital areas at SONGS.
Implementation of these proposals in no way compromises current Southern California Edison (SCE) standards for determining an individual's suitability for unescorted access. These proposals, when approved, will be implemented in a cautious, prudent manner, ensuring that the current program effectiveness and success rate is not diminished.
Clinical Interviews by Exception for SCE Employees (Security Plan Section 5.1.1.1)
SCE employees currently requesting unescorted access with less than three years of continuous trustworthy employment with SCE are required to take the written Minnesota Multiphasic Personality Inventory (MMPI) examination and receive a mandatory clinical interview by a licensed psychologist or psychiatrist.
It is proposed to conduct clinical interviews by exception in accordance with the following from Section 6.3 of Reference 1, Psychological Evaluation:
Reliability and stability must be determined by the result of a reliable written personality test or by any other professionally accepted clinical evaluation procedure. The results of such test or procedures must be evaluated by a qualified, and if applicable, licensed psychologist or psychiatrist. If the results of the written test or other procedure identify any psychological abnormalities which may indicate emotional instability, unreliability, or untrustworthiness, or the results need further clarification, a clinical interview must be conducted by a qualified and, if applicable, licensed psychologist or psychiatrist.
Temporary Unescorted Access Program (Security Plan Section 5.1.1.4)
The Interim Badge Program currently in effect at SONGS allows temporary unescorted access to the Protected Area and temporary restricted access to Vital Areas pending satisfactory completion of normal screening requirements described in Section 5.1.1.1 and 5.1.1.2 in the SONGS PSP. The interim badge program requires positive photo identification, an employment check and submittal of an FBI fingerprint card to the NRC.
-3 Interim badged personnel entering a vital area must be accompanied at all times by another security photo badged individual (two-man rule).
It is proposed to delete the current Interim Badge Program and substitute a temporary unescorted access program in accordance with the following criteria from Reference 1, Section 6.4:
A utility may grant unescorted access authorization not exceeding a period of 180 continuous days based on a temporary authorization. This temporary authorization cannot be transferred from one licensee to another in accordance with Section 8.1 with the exception of the FBI criminal history check which may be transferred. The 180-day temporary authorization may be granted based upon satisfaction of the following conditions:
- a. Passing a psychological evaluation within the past year,
- b. Conduct of a credit check,
- c. Recommendation of one developed character reference who has had frequent and direct association with the applicant; and
- d. Evidence that a request for a criminal history check of the individual by the FBI has been submitted to the NRC.
This proposed change would delete the two-man rule requirement described in Section 5.1.1.4 of the PSP and introduce additional screening requirements described in Reference 1 for obtaining temporary unescorted access authorization.
Authorization for transfer of an FBI criminal history check is provided by 10 CFR 73.57(f)(3).
Transfer of Unescorted Access Authorization (Security Plan Section 5.1.1.5)
It is proposed to provide for transfer of unescorted access authorization from other nuclear power plant licensees consistent with the following criteria from Reference 1, Section 8.1:
An individual's unescorted access authorization granted by one utility in accordance with these guidelines may be transferred to another utility via correspondence, computer data transfer, or telecopy, if the gaining utility; (1) Verifies or receives confirmation that the individual currently holds a valid unescorted access authorization or had a valid unescorted access authorization which was terminated under favorable conditions within the previous 365 days, and (2) Cross-checks information such as name, date of birth, social security number, sex, and other applicable physical characteristics for identification.
This change is based on ANSI 3.3 (Reference 4), Section 5.4.5.1 which states:
If screening which meets these requirements has been performed by another employer, re-screening should not be required for granting unescorted access. The (previous) employer should certify to the (new) owner
-4 organization that screening meeting the requirements of this standard has been accomplished. This should be documented on a form containing the necessary information.
In instances where the transferred screening results do not satisfactorily meet SCE screening requirements, described in the PSP, the missing screening requirements will be satisfactorily completed by SCE prior to granting unescorted access.
Implementation The revised Security Plan pages, Revision 23, which specify how the above three changes will be implemented, are provided as Attachment G.
Safety Analysis The proposed change described above shall be deemed to involve a significant hazards consideration if there is a positive finding in any of the following areas:
- 1. Will operation of the facility in accordance with this proposed change involve a significant increase in the probability or consequences of an accident previously evaluated?
Response: No The changes to the license conditions are editorial.
Implementation of the proposed procedures for reducing the number of clinical interviews, replacing the existing interim badge program with temporary unescorted access authorization, and providing for transfer of unescorted access authorization from other nuclear power plant licensees will be in accordance with proposed NRC guidelines which were basically developed by the nuclear industry with the cooperation and input from the NRC to ensure that the general performance objective and requirements specified in 10 CFR 73.55(a) are met. Therefore, the proposed change will not involve a significant increase in the probability or consequences of an accident previously evaluated.
- 2. Will operation of the facility in accordance with this proposed change create the possibility of a new or different kind of accident from any accident previously evaluated?
Response: No The changes to the license conditions are editorial.
A new or different kind of accident will not be created by conducting clinical interviews as proposed, by changing from interim to temporary unescorted access authorization, or transferring
-5 unescorted access authorization from other nuclear power plant licensees. Therefore, the proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated.
- 3. Will operation of the facility in accordance with this proposed change involve a significant reduction in a margin of safety?
Response: No The changes to the license conditions are editorial.
Reducing the number of clinical interviews as proposed, changing from interim to temporary unescorted access authorization, and transferring unescorted access authorization from other nuclear power plant licensees will provide an essentially equivalent level of assurance that the 10 CFR 73.55(a) general performance objective and requirements will be met. Meeting this objective and requirements has been ensured by the development of these proposed changes through joint industry and NRC efforts which have been published as proposed unescorted access authorization guidelines by the NRC. Therefore, the proposed change will not involve a significant reduction in a margin of safety.
Conclusions Based on the above Safety Analysis, it is concluded that: (1) the proposed change does not constitute a significant hazards consideration as defined by 10 CFR 50.92; and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change; and (3) this action will not result in a condition which significantly alters the impact of the station on the environment as described in the Final Environmental Statement.
