Docket No. 50-206 Revision to Proposed Change 146 San Onofre Nuclear Generating Station Unit 1 Proposed Change 146 was submitted in Amendment Application No. 125 by SCE to NRC letter dated December 13, 1984. The purpose of Proposed Change 146 was to make minor corrections to the Radiological Effluent Technical Specifications (RETS) and to delete the remaining portion of the Environmental Technical Specification contained in Appendix B of Provisional Operating License No. DPR-13. Subsequent discussions with the NRC staff concluded that the Environmental Protection requirements presently contained in Section 5.8 of Appendix B should be transferred to Appendix A before Appendix B could be deleted. Accordingly, Section 5.8 of Appendix B has been revised and redesignated as Section 6.19 of Appendix A. Section 6.9.3.g has been added to reference the special reporting requirements contained in Section 6.19.

Section 6.5.2.1 is also revised to delete the reference to Appendix B.

Typographical errors were also discovered in the RETS Action statements.

Most of the specifications contain the provision that Specification 3.0 is not applicable. This is confusing and has been revised to agree with the Standard Technical Specifications. The RETS now state that the provisions of Specifications 3.0.3 and 3.0.4 are not applicable. Another error was discovered in the Action statements of Specifications 3.18.3 and 3.19.

Specification 3.18.3.B.2 should state the provisions of Specification 6.9.2.b(2) are not applicable since the reporting of corrective actions taken are included in the Annual Radiological Environmental Operating Report. A thirty day written report is not needed in addition to this requirement.

Conversely, Specification 3.19 does not contain any special reporting requirements and therefore Specification 6.9.2.b(2) should apply if the Action statement is not satisfied.

April 10, 1985 One additional clarification is also requested for Table 3.5.9.1, Radioactive Gaseous Effluent Monitoring Instrumentation. Gross activity can also be monitored in the Stack Monitoring System by the combination of the noble gas activity monitor, R-1219, the particulate sampler filter, R-1220, and the iodine sampler cartridge, R-1221.

This combination of instruments provides a backup to monitor, R-1214, gives greater operational flexibility and minimizes the need to increase personnel exposure when grab samples are required by Action Statement 21.

The change to Table 3.5.9.1 is included in the attachment.

For completeness all proposed changes to the Technical Specifications discussed above are included in the attachment as well as the corrections originally identified in Proposed Change 146.
