Docket No. 50-206 Additional Information for Proposed Change Number 146 San Onofre Nuclear Generating Station Unit 1 Amendment Application No. 125 dated December 13, 1984 submitted Proposed Technical Specification Change Number 146. The proposed change is a request to make minor revisions to the Radiological Effluent Technical Specifications which were effective on January 1, 1985. One of the revisions was a request to relax the surveillance requirement to estimate stack flow from 4 to 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> if the stack fan flow indicator is inoperable. The NRC staff requested that SCE provide additional information on how the estimated flow is calculated and used in the operating procedures. The purpose of this letter is to provide the requested information to assist your review of Proposed Change 146. provides a copy of the plant vent stack flow measurement calibration test which was used to verify that design flow rates of 20,000 c.f.m. for one fan operating and 40,000 c.f.m. for two fans operating could be used to accurately estimate flow when the flowrate monitor of R-1254 is inoperable. The test was performed on November 1, 1984 and supports the conclusion that design flow rates can be used to estimate the stack flow rate. Enclosure 2 is a copy of the form Station Operations uses to estimate and document the stack flowrate when the flowrate monitor for radiation monitor R-1254 is inoperable.
