Docket No. 50-206 Sixth Edition of the Integrated Implementation Schedule San Onofre Nuclear Generating Station Unit 1 The fifth edition of the San Onofre Unit 1 Integrated Implementation Schedule (IIS) was submitted by letter dated November 4, 1987. The IIS Program Plan required by License Condition 3.3 specifies that SCE provide semi-annual IIS updates to the NRC. Accordingly, enclosed is the sixth edition of the IIS.

As discussed in the enclosure this edition provides an update on the changes and progress relative to the modifications scheduled for Cycle X. However, based on ongoing discussions with the NRC relative to the Safety Injection System upgrades during the Cycle XI outage it was not considered prudent at this time to revise the schedules for the Cycle XI and later outages.

Accordingly, it is our intention to update these schedules in the next edition of the IIS.

Enclosure INTEGRATED IMPLEMENTATION SCHEDULE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 Sixth Edition May, 1988 Introduction License Condition 3.3, "Integrated Implementation Schedule", requires SCE to follow the IIS Program Plan ("Plan").

The Plan specifies that periodic schedule updates be submitted to the NRC along with specific information regarding progress in implementing NRC requirements, changes since the previous report, reasons for schedule changes and the expected percentage allocation of resources on regulatory vs. betterment projects. This document is the sixth edition of the IIS which provides that information.

Progress in Implementing NRC Requirements Since submittal of the last IIS update on November 4, 1987, SCE entered a scheduled mid-cycle outage in February 1988. During the outage maintenance was performed and progress was made on certain IIS projects. The Regulated Instrument Buses Indicating Lights project was completed. The Control Room Design Review evaluation was also completed and submitted to the NRC on December 17, 1987. In addition, during the mid-cycle outage environmental qualification work was performed.

Changes Since Last Edition One evaluation was added to Schedule A of the IIS.

As a result of the requirements of 10 CFR 55.45, SCE is performing an evaluation of a simulation facility for San Onofre Unit 1. In accordance with the regulation this is due 42 months from May 26, 1987.

Two projects were added to IIS Schedule B for Cycle X. The environmental qualification modifications were added to the recent mid-cycle outage as discussed above. The single failure analysis modifications were added as a result of an analysis of the engineered safety features which was submitted to the NRC on November 6, 1987. The specific modifications are discussed in submittals to the NRC dated November 20, 1987 and April 5, 1988.

-2 Since the last submittal of the IIS in November 1987 there have been a number of additional items identified which need to be added to Schedule B of the IIS. Specifically, these items are:

Item Reference NRC Submittal Control Room Design Review December 17, 1987 Vessel Head Thermocouple October 5, 1987 Tornado Modifications November 18, 1987 It is anticipated that addition of these items to the Cycle XI and later outages will require a certain amount of shuffling of the items currently scheduled for these outages. However, SCE has also been discussing with the NRC a proposed upgrade to the safety injection system to be implemented during the Cycle XI outage. Agreement with the NRC on these upgrades has not yet been finalized but is anticipated within the next several months. Because this will be a major project and will definitely impact the Cycle XI Schedule B, SCE has elected not to make any revisions to the schedules for the Cycle XI and later outages. It is our intention to update these schedules in the next edition of the IIS.

Expected Allocation of Resources for Upcoming Outage The refueling/backfit outage for Cycle X of plant operation is expected to have resources allocated approximately 70% to regulatory projects and 30% to betterment projects. This allocation reflects a balancing of resource allocation following the last refueling/backfit outage which was approximately 90% regulatory work.
