D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C.

20555 Gentlemen:

Subject:

Docket No. 50-206 Radiological Effluent Technical Specifications San Onofre Nuclear Generating Station Unit 1 The Radiological Effluent Technical Specifications (RETS) for San Onofre Unit 1 were transmitted to the NRC as Amendment No. 84, Proposed Change No. 83, to our operating license by letter dated September 12, 1979.

The NRC staff's consultant provided us with a list of questions regarding that submittal which were transmitted to Charles A. Willis of the NRC staff by W. Serrano of EG&G by letter dated March 1, 1982.

The questions were discussed in a meeting with the NRC staff, EG&G and SCE representatives at San Onofre Unit 1 on July 7 and 8, 1982. Subsequent to the meeting, a draft copy of the RETS which incorporated the comments discussed at the meeting was sent to the NRC by letter dated October 13, 1982. Additional comments on the RETS were transmitted to us from EG&G by letter dated November 24, 1982 and on the Offsite Dose Calculation Manual (ODCM) by letter dated December 9, 1982. The additional comments were discussed and resolved by telephone on March 7, 1983 In summary, the RETS incorporates various requirements associated with effluent monitoring into the Appendix A, Technical Specifications for San Onofre Unit 1. It also relocates the radiological environmental monitoring program requirements from Appendix B, Technical Specifications to the Appendix A Technical Specifications.

Once the RETS have been approved, the Appendix B Technical Specifications will be deleted from the San Onofre Unit 1 operating license. The RETS will be scheduled to be implemented by January 1, 1985.

Mr. D.

December 12, 1983 Also, our October 13, 1982 letter indicated that information regarding the calibration of the steam generator blowdown valves and the stack air fans would be provided to the NRC.

At this time it does not appear that this information is necessary; therefore, the calibration data is not provided with this enclosure.

If you have any questions regarding this matter, please let me know.

Very truly yours, Enclosure cc: J. 0. Ward
