Docket No. 50-206 Radiological Environmental Technical Specifications San Onofre Nuclear Generating Station Unit 1 Members of the NRC staff and EG&G Idaho visted the San Onofre Unit 1 site on July 7 and 8, 1982 to discuss the Radiological Effluent Technical Specifications (RETS) for Unit 1. At the meeting, it was agreed to provide the NRC and their consultant, EG&G, with a draft copy of the San Onofre Unit 1 RETS, including the Offsite Dose Calculation Manual.
Accordingly, provided as an enclosure is a copy of the draft RETS for San Onofre Unit 1. This draft incorporates the NRC comments discussed at the meeting except as discussed below. Also provided is the P&ID for the Radioactive Waste Disposal System which was also requested by the staff during the meeting.
First, the use of the number of turns of a valve to determine the flowrate in the steam generator blowdown lin'e was discussed in the meeting.
If this method for determining flowrate is to be used, the NRC staff requested that the calibration data for the valves be provided.
The procedure for Liquid Radwaste Sampling and Analysis (SO1-III-5.2.1 Rev. 0) which includes the number of turns of the valves as it corresponds to the flowrate is provided as an enclosure for your information. The blowdown valve turns is indicated in Attachment 8.1 of the procedure. We are presently trying to locate the calibration data for the valves. Once we have obtained the data, it will be transmitted to you.
Second, it was brought up that the vent stack fans were calibrated for specific configurations. The staff requested that the calibration data be provided to them. This information will be included with the calibration data for the valves described above.

October 13, 1982 Finally, the comment was made that the channel functional test for the gaseous and liquid effluent monitors should demonstrate the conditions set forth in NUREG-0472, the RETS Standard Technical Specifications. As indicated in the enclosed draft RETS for Unit 1, the.channel test does not entirely satisfy those conditions.
The conditions the channel test does demonstrate are indicated. We are assessing the ability for the monitoring instrumentation to meet the standard tech spec requirements.
