SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY, Pursuant to 10 CFR 50.90, hereby submit Amendment No. 115.
This amendment consists of Proposed Change Nos. 128 and 129 to the Technical Specifications incorporated in Provisional Operating License No.
DPR-13 as Appendices A and B. Proposed Change No. 128 is a request to revise Sections 1.0, Definitions, 3.1, Reactor Coolant System, 3.8, Fuel Loading and Refueling, and Table 4.1.2, Minimum Equipment Check and Sampling Frequency of the Appendix A Technical Specifications.
Proposed Change No. 128 provides for functional redundancy in the decay heat removal methods during all modes of plant operation, and supersedes Section 3.1.2, Section 3.8 and Table 4.1.2 of Proposed Change No. 96 (Amendment No. 94), as submitted on December 1, 1980.
Proposed Change No. 129 is a request to revise Section 1.0, Definitions, and Section 5.0, Administrative Controls, of the Appendix B Technical Specifications (1) to make Appendix B self-consistent and consistent with NRC's Amendment No. 67 to the San Onofre Unit 1 provisional operating license and (2) to correct typographical errors in the existing text.

On the basis of the enclosed Description of Proposed Change and Safety Evaluation for each proposed change, it is concluded that:
(1) Proposed Changes 128 and 129 do not involve a significant hazards consideration as defined by 10 CFR 50.92; and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed changes; and (3) this action will not result in a condition which significantly alters the impact of the station on the environment as described in the NRC Environmental Impact Statement.
Pursuant to 10 CFR 170.22, Proposed Change Nos. 128 and 129, submitted herewith as Amendment No. 115, are determined not to require a fee.
The basis for this determination is that:
- 1) Proposed Change No. 96 was determined to be a Class III change, and a fee of $4,000.00 was provided with the December 1, 1980 application. Since submittal of Proposed Change No. 128 has been requested by the NRC staff to support the NRC's continuing review of Proposed Change No. 96, no additional fee is required.
- 2) Proposed Change No. 129 is to resolve inadvertent inconsistencies in the Technical Specifications due to incorporation of NRC's Amendment No. 67 and provide minor typographical corrections. On this basis, no additional fee is required.
