SUMMARY

OF MEETINGS.WITH INTERVENORS On March 5 and 7, 1980, the NRC staff met with Friends of the Earth (FOE) in San Diego, California to discuss their concerns in the areas of seismology (March 5) and emergency preparedness (March 7).

Attendees at the meetings are given in Enclosures 1 and 2.

At the March 5, 1980 meeting, concerns expressed by the intervenors included (1) the disagreement between the applicant's estimate of the magnitude of earth quakes that could occur on the offshore zone of deformation and the magnitude given in some 1967 reports for the proposed Bolsa Island Nuclear Plant, (2) the disagreement between the applicant's estimated magnitude and that estimated by Woodward-Clyde in a report evaluating the proposed Horno Canyon Liquified Natural Gas Facility site, (3) the capability of the Cristianitos fault (based on the interpretation of offshore seismic reflection profiles by the United States Geological Survey), and (4) how the effects of "focussing" of seismic waves were taken into account in the San Onofre 2 and 3 design. The staff indicated that these concerns were being or would be considered in the review of the San Onofre 2 and 3 facility.

At the March 7, 1980 meeting, the staff explained the current and proposed criteria for its review of emergency planning, and the role of the newly formed Federal Emergency Management Administration (FEMA).

The intervenors expressed concerns about the capability of state and local authorities to properly carry out an evacuation, particularly in the event that an earthquake caused an acci dent at the plant that necessitated evacuation of the public in the vicinity of the plant. The staff responded that prior to issuing an operating license, the staff must make a finding that the emergency plan meets the applicable criteria, and that the plan can and will be carried out in the event of an acci dent or emergency. The staff's current emergency preparedness criteria do not require that evacuation plans consider the effects of an earthquake in addition to an accident necessitating evacuation because the plant will not be issued ft 6 APR 10 IN an operating license unless the applicant shows that the plant can withstand the most severe earthquake that can reasonably be expected to occur at the plant site (the safe shutdown earthquake).
