Docket 50-206 Amendment No. 115 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 115 consisting of Proposed Change Nos. 128 and 129 to the Technical Specifications incorporated into Provisional Operating License No.
DPR-13 as Appendices A and B.
Proposed Change No. 128 is a request to revise Sections 1.0, 3.1, 3.8 and Table 4.1.2 of the Appendix A Technical Specifications. This proposed change provides for functional redundancy in the decay heat removal methods during all modes of plant operation, and it supersedes Section 3.1.2, Section 3.8 and Table 4.1.2 of Proposed Change No. 96, which was submitted,,by letter dated December 1, 1980. For your information,,,certain plant conditions can be safely accommodated by feed and bleed of the primary reactor coolant system, or maintaining sufficient water inventory in the steam generators, without reliance on the usual and normal residual heat removal (RHR) methods described in this proposed change. We are processing a supplementary submittal that will specify the conditions under which the normal RHR methods may be removed from service entirely.
Proposed Change No. 129 is a request to revise Sections 1.0 and 5.0 of the Appendix B Technical Specifications for self-consistency, consistency with NRC's Amendment No. 67 and correction of typographical errors.
In accordance with 10 CFR 170.22, Proposed Change No. 96 was determined to be a Class III change and a fee of $4,000.00 was remitted with the December 1, 1980 application. Since Proposed Change No. 128 is submitted in response to the NRC staff's request to support NRC's continuing review of Proposed change No. 96, no additional fee is required. December 5, 1983 No. 129 is submitted to resolve inconsistencies in the Technical Specifications as the result of incorporation of Amendment No. 67 in the Appendix B Technical Specifications. This does not constitute a new change and no fee is required.
It is respectfully requested that Proposed Change Nos. 128 and 129 be reviewed promptly and appropriate action taken.
