SUBJECT:
TECHNICAL SPECIFICATION 3.1.3-COMBINED HEATUP, COOLDOWN, AND PRESSURE LIMITATIONS San Onofre Unit No. 1 During a recent telephone conversation with your staff, Section 3.1.3 of the San Onofre Unit No. 1 Technical Specifications was discussed. It was indicated that Southern California Edison Company's (SCE) interpretation of this specification does not require that a license amendment application be submitted to the NRC for approval to update figures 3.1.3a and 3.1.3b which provide limits for reactor pressure and heatup and cooldown of the reactor coolant system. During the conversation, the NRC staff requested that SCE modify Section 3.1.3 to explicitly make it a requirement to submit an application for license amendment for this purpose. Your staff indicated that SCE would not object to this change.
Accordingly, we request that you propose an appropriate modification to Technical Specification 3.1.3 within 60 days of receipt of this letter.
Your proposed amendment should include current figures 3.1.3a and 3.1.3b.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
