COMBINED HEATUP, COOLDOWN AND PRESSURE LIMITATIONS Re:
San Onofre Nuclear Generating Station, Unit No. 1 Your letter dated May 17, 1984 requested changes to Technical Specification 3.1.3, "Combined Heatup, Cooldown, and Pressure Limitations," to update the curves, extend applicability to 16 Effective Full Power Years (EFPY) of operation, and incorporate the additional information on reactor vessel material determined by analysis of surveillance Capsule F. Enclosure 1 is the NRC staff's evaluation of the Capsule F test results which confirms that the pressure-temperature limits provide sufficient margin to account for neutron irradiation damage for 16 EFPY of operation; however, we have not completed our review of the safety margins for the closure flange region. identifies the additional information needed to confirm that the safety margins required by Appendix G to 10 CFR Part 50 are included in your proposed pressure-temperature limits.
Please provide your response to at least 6 months prior to the start of Cycle No. 9.
As discussed in the enclosed evaluation, because the surveillance capsule data indicate that the pressure-temperature curves have adequate safety margins, the staff concludes that it is acceptable to utilize these curves until the completion of Cycle No. 8.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore OMB clearance is not required under P.L.96-511.
