There was discussion about the bundle of spare cable in the bottom of the cabinet, but both SWEs agreedthat it did not pose an adverse seismic condition.

During the initial walkdown performedon 8/28/12, the SWEs were denied access to inspect the lower portion of the anchorage which requiredremoval of a kickplate in the Main Control Room. The anchorage was verified to be free of any potentially adverse seismic conditions on 2/7/13. Attachment A of the SEWS for Q2R16B007 was used to assist in verifying the anchorageis free of adverse seismic condtiions. The same plug welds (front of the cabinet) which were visible and used for the Design Calculations were verified to be present and free of adverse seismic conditions.

The rearpanels of the Load Center contained vents which allowed a visual inspection of the anchorage (rearanchorageis 1/2" diameter bolts) through the associated vents.

Interaction Effects

YO NDI UD N/AD CR 586439 has been written to document a wire way cover which has slid down the wireway onto the heating element for the first bay doorof O2R16BKREE02. It has been determined that the wire way would not impact any othercomponents and pose an adverse seismic interaction effect.

AGASTA T Relay O2R16BKREE0262 was identified to only have the top two fasteners used to anchor the relay to the cabinet door. This issue was identified during the IPEEE walkdowns as an IPEEE Outlier and determined to be inadequateby the Seismic Walkdown Team performing the IPEEE walkdowns. As a result of the previous SEWS package, this is been identified as an adverse seismic condition.

CR586528 has been written to evaluate the condition.

As documented in question 11 for OtherAdverse Conditions, AGASTAT Relay Q2R16BKREE0262 was previously identified as an IPEEE Outlier. During the performance of the walkdown on 217/13, it has been determined that this IPEEE Outlier is not currently resolved though it is suspected that the Outlier was originallycompleted. The relay is replaced on a 10-year frequency, with the last replacementoccuring 1/14/10 which is when this condition is expected to have reoccurred.

CRs 586439 and 586528 have been written, reference Questions 7 and 11 for furtherinformation.

Removal of the rearbay doors and breakersin the Load Centerhave been classified as extensive disassembly and therefore are scoped out of the addedguidance to inspectall cabinet internals.

Note that the lower 1/4 of all the rearpanels were still able to be visually inspectedthrough the vents located in the lower section of all the 600V Load Center rear panels.
