-PNO-I-13-001B This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.

UPDATE -PILGRIM STATION: UNUSUAL EVENT DECLARED DUE TO LOSS OF OFFSITE POWER DURING WINTER STORM NEMO This Preliminary Notification updates information discussed in PNO-I-13-001 and PNO-I-13-001A that discussed a notification of Unusual Event declaration at Pilgrim due to a loss of all three off-site power sources. The plant is currently in the cold shutdown mode of operation as of 7:40 a.m. EST on February 9, 2013. Cooling was restored to the spent fuel pool at approximately 6:30 pm EST on February 9, 2013. As of 5:00 a.m. EST on February 10, 2013, offsite power has been restored to the vital and vital 4160 Volt AC buses via the 355 line and start-up transformer.

Both emergency diesel generators have been returned to stand-by and are operable.

The off-site electric grid operator continues to inspect and repair the other two offsite power sources. The licensee exited the Unusual Event as of 10:55 a.m. EST on February 10, 2013. Region I Public Affairs Officers have responded to media inquiries and have issued a press release. The NRC continues to keep the Commonwealth of Massachusetts and the Federal Emergency Management Agency (FEMA) informed of NRC and licensee response activities.
