SUBJECT:
CURRENT NRC ACTIONS DURING PILGRIM NUCLEAR POWER STATION UNION CONTRACT NEGOTIATIONS
As of May 16, 2012, members of the United Workers Union of America (UWUA) Local 369 have not accepted a new contract with Entergy. UWUA Local 369 includes members of the Maintenance, Radiation Protection, Chemistry and Operations organizations. The union contract expired at midnight on May 15, 2012.
The NRC has completed an inspection of Entergy's strike contingency plans per established inspection procedures (Inspection Procedure 92709, "Licensee Strike Contingency Plans"). The purpose of the inspection was to evaluate the adequacy of Pilgrim's strike contingency plan content to assure that public health and safety and security will be maintained during any possible strike period. As of 2:00 p.m., on May 16, 2012, there has been no formal call for a strike by the union.
On May 15, 2012, at 6:00 p.m., in anticipation of a strike, NRC resident inspectors, supplemented by regional inspectors, implemented 24-hour coverage at the site. The NRC Branch Chief responsible for Pilgrim Nuclear Power Station is also onsite to assist the resident and regional inspectors, and to observe Entergy's contingency plan implementation to ensure Pilgrim Nuclear Power Station meets its regulatory requirements. Barring an extension or a new contract agreement being reached between the parties, the NRC will continue its enhanced oversight to ensure the plant continues to be operated in a safe manner.
The information presented herein has been discussed with Pilgrim Nuclear Power Station and is current as of May 16, 2012 at 2:00 p.m. The NRC has kept the Commonwealth of Massachusetts informed. Region I Public Affairs is prepared to respond to media inquiries.
