NRC Public Meeting of November 1, 2012 to Discuss Oversight of the Zion Decommissioning Project.

Dear Ms. Lipa,

We are attaching the NRC Public Meeting Feedback Form concerning the recent Region III Public Meeting on the Zion Decommissioning Project. Vista 360 congratulates the NRC in running a balanced professional meeting which covered the purpose and a range of complex subject matter applicable to the Zion Decommissioning Project.

We also want to thank the NRC for providing the public access to the appropriate regional and headquarters professional staff who have made previous contributions to the Zion Decommissioning Project. The content presented and follow on dialog with the audience provided the appropriate forum to discuss many of the issues and concerns that local communities and the public have concerning the Zion Decommissioning and the new model of Decommissioning currently underway.

We submit the following for further consideration:

The term Stakeholder must be adequately defined by the NRC and incorporated in the ADAMS system The NRC should improve its business processes and stakeholder contact systems in communicating with interested and identified parties on the Zion Decommissioning The NRC should leverage the local media to a much greater extent The NRC has to consider a communications approach that comprehensively addresses the need to communicate project information and details with directly affected parties, local governments, mayors, elected officials on a state level, Lake County and other non-governmental stakeholders on the Zion Decommissioning The NRC has to utilize mediums that allow for greater Community Outreach informational seminars, briefings, conference calls and or web related events that inform and engage stakeholders Social Purpose Driven Leadership

Thursday, November 8, 2012 Christine A. Lipa USNRC Page #2 Public Meetings should be held more frequently on the Zion Decommissioning Project which is by a number of metrics - the largest Decommissioning in U.S.

Nuclear history, the first being done under a license transfer, the first being done by a non-utility licensee, a long term project with rate payer capital set asides in Trust Funds approaching $ 900,000,000 and a project being executed in the context of national policies on long term waste issues on a local, regional and national basis in a state of flux On a 2013 demonstration project basis the NRC should seriously consider the appointment of a local Zion Decommissioning Project Public Advocate as a working partner in the present Decommissioning model matrix Thank you for your service.
