SUBJECT:

RECEIPT OF INFORMATION AND LICENSE AMENDMENT REQUEST FOR THE ZION NUCLEAR POWER STATION, UNITS 1 AND 2, DOCKET NOS. 50-295 AND 50-304

Dear John Sauger:

By email dated February 8, 2022 ( ML22040A116), based on the Zion Nuclear Power Station (ZNPS) schedule for remaining site work and surveys provided by EnergySolutions (the licensee), the NRC staff placed the review of ZNPS Final Status Survey Reports on hold pending receipt of all survey result reports from areas re-surveyed since April 2021, confirmation that all site work is finished, and receipt of complete and adequate responses to the 11 RAIs that were issued as a follow up to NRC's April 2021 inspection activities (ML21231A187 and ML21238A067).

By letter dated March8, 2022 ( ML22069A329) the licensee submitted its responses to the 11 RAIs. By letter dated March 23, 2022, the licensee also submitted a License Amendment Request (LAR) to the ZNPS License Termination Plan ( ML22084A058). A follow-up letter dated September 30, 2022 ( ML22279A993) transmitted the survey reports for areas where FSS was reperformed due to removal of subsurface concrete material and affirmed that all site work is complete.

Accordingly, the NRC staff acknowledges receipt of the items outlined in the February 8, 2022, email. The NRC staff intends to restart its reviews related to ZNPS on November 14, 2022, at which time the staff will begin review of the LAR with the goal of issuing an acceptance determination no later than January 13, 2023. Upon completion of the acceptance review, if the NRC determines that the submittal is sufficient to begin a detailed technical review of the LAR, a review schedule for the remaining actions associated with the ZNPS project completion will also be provided.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html.November 9, 2022 If you have any questions, please call me at (301) 415-1335 or email me at Kimberly.Conway@nrc.gov.
