SUMMARY
OF JUNE 11, 2014, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING LASALLE COUNTY STATION, UNITS 1 AND 2, LICENSE AMENDMENT REQUEST TO REVISE THE ULTIMATE HEAT SINK TEMPERATURE LIMITS (TAC NOS. ME9076 AND ME9077)
By application dated July 12, 2012, as supplemented by letters dated September 17, 2012, January 18, 2013, February 11, 2013, October 4, 2013, and February 20, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML12200A330, ML122690041, ML13022A476, ML13042A405, ML13282A339, and ML14066A250, respectively), Exelon Generation Company, LLC (EGC) submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) to revise Technical Specification (TS) 3.7.3, "Ultimate Heat Sink [UHS]," for LaSalle County Station, Units 1 and 2. The LAR proposes to change the maximum allowable temperature of the UHS from a fixed limit of 101.25 degrees Fahrenheit to a variable limit between 101.25 and 104 degrees Fahrenheit depending on the time of day.
On June 11, 2014, a Category 1 public meeting was held between the NRC and representatives of EGC to discuss information in the application related to human factors engineering. The meeting notice and agenda is available in ADAMS under Accession No. ML14141A111. A list of attendees is enclosed.
EGC was provided a list of questions (Enclosure 2) in advance of the meeting and these were addressed during the discussion. The NRC staff asked EGC to explain how the linear interpolation of the UHS temperature limit would be implemented in operating procedures. EGC stated that operators would use a table of values listing the temperature limit at a given time in 5 minute intervals. The operator would read the cooling water temperature off the plant computer and compare it with the most conservative limit in the table for the time interval which the reading was made. Thus, the operators would not be performing the linear interpolation.
The NRC staff asked about how the operators would be trained on the revised TS. EGC stated that operators would be provided with new training and this training would be based on the systems approach to training.
The NRC staff asked how EGC estimated that it would take less than 2 minutes to complete the proposed temperature monitoring activity. EGC stated that it did not perform an analysis to make this estimate. EGC estimated that 2 minutes was a reasonable amount of time for the operator to read the cooling water temperature off the plant computer, compare the value to the limits in the table, and record the value in a log.

Clarification questions for LaSalle's request for license amendment for Technical Specification (TS) 3.7.3, "Ultimate Heat Sink" licensee.

- 1. In response to NRC Question 13, in the Exelon Generation Company, LLC (EGC) letter dated January 18, 2013 (ADAMS Accession ML13022A476), the licensee responded:
"Operators will be required to compare the condenser water inlet temperature to the TS allowable water temperature of Figure 3.7.3-1 as opposed to the existing single limiting value of 101.25 oF [degree Fahrenheit]. Linear interpolation will be used to define the TS limit between identified points of the figure. The values of this interpolation will be included in an operating procedure to facilitate monitoring."
Please define what "linear interpolation" is for this task and the involvement of the operator. Please explain how "the values of this interpolation will be included in an operating procedure" and in what operating procedure this value will be recorded.
- 2. In response to NRC Question 1, in the EGC letter dated October 4, 2013 (ADAMS Accession ML13282A339), the licensee stated that "LSCS [LaSalle County Station]
Operators will be trained on the revised procedures and TS 3.7.3 prior to implementation, specifically the new surveillance action when cooling water temperature is greater than or equal to 101 oF and the new acceptance criteria for SR (surveillance requirement) 3.7.3.1 (TS Figure 3.7.3-1).
Please explain if this is a new training or an addendum to a previous approved training.
If the training is an addendum, please tell us if this training was Institute of Nuclear Power Operations accredited or sight access training-based.
- 3. The licensee has stated in answers to requests for additional information that it will take the operators an estimated time of less than 2 minutes to complete the proposed monitoring action.
Please explain how the 2 minute estimation was determined.
