FW: 50.54(p) Security Plan Change - Duane Arnold - comments applicable to the next plan submittal By letter dated December 20, 2011 (ML12011A177), Duane Arnold Energy Center (DAEC) submitted Revision 11 to its Physical Security Plan. NSIR staff has reviewed the security plan and has identified items that need clarification in your Security Plan.

1 - In Appendix C, Section 8 (bottom of page 32 to page 33), you describe a SOCA in conjunction with an intrusion detection system:

1a - Is the intrusion detection system at this location meeting 10 CFR 73.55 requirements? In particular 10 CFR 73.55(e)(7)(i)(B)?

1b - If not, but another barrier is meeting 10 CFR 73.55(e)(7)(i)(B), then that configuration would be acceptable. However, you should state, as a clarification in the plan, that the barrier in question does not meet 10 CFR 73.55 requirements.

2 - The first discussion of the SOCA occurs in Appendix C, Section 8. The NSIR staff asks that you consider providing details on the SOCA in other sections of the plan such as, but not necessarily limited to, Sections 11.1 and 15.3 of the Physical Security Plan, as examples.

3 - The NSIR Staff requested that these clarifications appear in the next 50.54(p) plan submittal.
