WATIS BAR NUCLEAR PLANT, UNIT 1 - ANTICIPATED LICENSE AMENDMENT REQUESTS

Dear Mr. Krich:

Based on recent discussions with the Tennessee Valley Authority (TVA) staff, the U.S. Nuclear Regulatory Commission (NRC) staff understands that TVA plans to submit several license amendment requests (LARs) for Watts Bar Nuclear Plant (WBN), Unit 1. Some of these LARs are in anticipation of WBN Unit 2 licensing and subsequent dual unit operation.

The NRC staff understands TVA plans to submit the following LARs for WBN Unit 1 by the end of December 2011:

1. Relief Request needed for WBN Unit 1 refueling outage (RFO) that is scheduled for September 2012.
2. Technical Specification (TS) Task Force - 340 to allow a 7-day completion time for the turbine-driven auxiliary feedwater pump if inoperability occurs in reactor Mode 3 following a RFO is needed for WBN Unit 1 September 2012 RFO.
3. Emergency Diesel Generator (EDG) Frequency Test TS change to perform an analysis for alignment with WBN Unit 2.
4. Fuel Handling Accident TS change to adopt partial Alternate Source Term for alignment with WBN Unit 2.
5. Primary reactor coolant system chemistry iodine concentration TS change to align with a regulatory guide.
6. Change reporting requirements for WBN Unit 1 License Condition 2.G to align with Title 10 of the Code of Federal Regulations Sections 50.72 and 50.73
7. TS change to allow interchange of A and B with C and 0 Common Station Service Transformers.
8. Change EDG TS allowed outage time from 72-hours to 7-day or 14-day with a temporary EDG.

This is necessary to ensure that we can complete our review of WBN Unit 2 operating license application consistent with your project schedule. Also, please ensure the LARs are coordinated with the WBN Unit 2 licensing efforts such that they do not affect NRC's safety evaluations of WBN Unit 2 that are currently in progress.
