Dear Commissioners and Staff:

Pacific Gas & Electric Company (PG&E) is currently planning the replacement of the Diablo Canyon Power Plant (DCPP) Eagle 21TM reactor trip system (RTS) and engineered safety features actuation system (ESFAS) in 2013 for Unit 1 and 2014 for Unit 2. PG&E currently plans to use the Invensys Tricon PLC Version 10 described in Triconex Topical Report 7286-545-1-P, Revision 1, as part of the architecture to be used to replace the Eagle 21TM RTS and ESFAS. Invensys submitted the Triconex Topical Report 7286-545-1 -P, Revision 1, to the NRC for approval in Reference 1. PG&E intends to submit a License Amendment Request for the new architecture in 2010, and intends to rely on the NRC approved version of the Triconex Topical Report 7286-545-1 -P, Revision 1. Therefore, PG&E requests the NRC consider the potential PG&E use of the Invensys Triconex Topical Report 7286-545-1-P, Revision 1, in the determination of priority for NRC review of the topical.
