EXECUTIVE VICE PRESIDENT AND PROVOST May 14, 2007 Daniel E. Hughes, Project Manager Research and Test Reactors Branch A Division of Policy and Rulemaking Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Subject:

Assurance of Decommissioning Funding for The Ohio State University Research Reactor (OSURR) License Renewal (TAC NO. MA7724)

Dear Mr. Hughes:

This letter is a statement of intent that funds for decommissioning of the OSURR will be obtained when necessary in the future and that they will be provided sufficiently in advance of such decommissioning to prevent delay of required activities. This letter is in response to your request, dated March 29, 2007, for assurance of decommissioning funding for the license renewal of the OSURR. As you are aware, by letter dated July 26, 2006, the OSURR staff did submit financial information pertaining to operating and decommissioning costs. This statement of intent applies to the decommissioning costs in that letter, which are estimated at approximately $3.4 million.

In the current R-75 OSURR License and in documents for renewal of this license the Provost of The Ohio State University has been designated to the NRC as the responsible University official. As such official, I have the authority to commit to spending the necessary funds to accomplish decommissioning.

I declare under penalty of perjury that the foregoing is true and correct. Executed on May 14, 2007.

Sincerely, Barbara R. Snyder William J.
