Dear Mr. Kauffman:
By a letter dated December 15, 1999, as supplemented on August 21, 2002, November 9, 2004, August 18, 2005, and October 13, 2005, Ohio State University (licensee) submitted an application pursuant to 10 CFR 50.54 for Ohio State University Research Reactor (OSURR) for review by the U.S. Nuclear Regulatory Commission (NRC). The NRC staff is reviewing the information contained in the license renewal application (LRA) and has identified, in the enclosure, documents that are needed to perform an adequate review of your LRA to become part of your application.
Please provide the necessary documents within 30 days of the date of this letter. In accordance with 10 CFR 50.30 (b), your response must be executed in a signed original under oath or affirmation. Following receipt of the documents, we will continue our evaluation of your license renewal request.

REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSE RENEWAL APPLICATION (LRA)
OHIO STATE UNIVERSITY OHIO STATE UNIVERSITY RESEARCH REACTOR DOCKET NO. 50-150 In a letter dated December 15, 1999, as supplemented on August 21, 2002, November 9, 2004, August 18, 2005, and October 13, 2005, Ohio State University (licensee) submitted an application pursuant to 10 CFR 50.54 for Ohio State University Research Reactor (OSURR) for review by the U.S. Nuclear Regulatory Commission (NRC) to renew the OSURR license for a twenty-year period. The Nuclear Regulatory Commission (NRC) staff requires the following documents:
Financial Qualification
- 1.
This information must show that there is reasonable assurance that you will be able to obtain the funds necessary to cover estimated operating costs for the period of the requested license renewal plus the estimated costs of decommissioning the facility. To facilitate our review, we request that the following information be provided, appropriately certified:
a.
Submit the most recently published annual financial statement of the University.
Indicate the source of funds utilized to cover costs of operation of the OSURR.
b.
Submit the estimated annual cost to operate the reactor facility for the first five years of the requested period of renewal, the underlying assumptions and bases of the estimate, and the sources of funds to cover these costs, and c.
Submit copy of your current estimated costs of eventually shutting down (decommissioning) the reactor and safely disposing of it, a listing of what is included in these costs, the assumptions underlying these estimated costs, the type of shutdown contemplated, and the source of funds to cover these costs.
Operator Requalification Program (10 CFR 50.54 (i-1) and 10 CFR Part 55) 2.
Submit a copy of your current and implemented operator requalification program. This will be reviewed with your renewal application to ensure it meets current NRC requirements for non-power reactors. Please submit any changes you wish to make as part of the renewal application.
Physical Security Plan (10 CFR 73.67) 3.
You have an approved physical security plan on file with NRC which we shall review.
Accordingly, you need only reference the existing security plan. However, you have not mentioned in your submittal if you wish to keep your current physical security plan or modify your physical security plan. Changes should be made in accordance with the requirements of 10 CFR 50.54(p) or 10 CFR 50.90.
