By References 1 and 2, Indiana Michigan Power Company (I&M) submitted an original and supplemental application to amend Appendix A, Technical Specifications, of Donald C. Cook Nuclear Plant (CNP) Unit 1 and Unit 2 Facility Operating Licenses DPR-58 and DPR-74, respectively, revising the current Technical Specifications (CTS) to the Improved Technical Specifications (ITS) consistent with Improved Standard Technical Specifications as described in NUREG-1431, "Standard Technical Specifications - Westinghouse Plants," Revision 2, and certain generic changes to the NUREG.

U. S. Nuclear Regulatory Commission AEP:NRC:5901-02 Page 2 The purpose of this letter is to provide a complete copy of the joint U. S. Nuclear Regulatory Commission (NRC) and CNP ITS Conversion Website (Attachment 1) suitable for posting on the CNP Unit 1 and Unit 2 docket, Docket Nos. 50-315 and 50-316, respectively. This is necessary because the information provided on the NRC and CNP ITS Conversion Website was used by I&M in the development of Reference 2, and documents the NRC review process for approving the requested amendments to the CNP Unit 1 and Unit 2 Facility Operating Licenses.

As noted in Reference 2, the supplemental changes to the original ITS submittal remain within the scope of the original conversion from CTS to ITS. I&M has evaluated this proposed change, including the supplemental changes described in Reference 2, in accordance with 10 CFR 50.91(a)(1) using the criteria of 10 CFR 50.92(c), and has concluded that the determination of no significant hazards considerations for the original ITS submittal remains valid. In addition, 1&M has determined that the proposed license amendment, including this supplement to the original ITS submittal described in Reference 2, continues to meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(b), and no environmental impact statement or environmental assessment need be prepared in connection with the proposed license amendment. The determination of no significant hazards consideration and environmental assessment, including revisions where applicable, are also included in Reference 2.

As part of the NRC review of Reference 1, NRC questions were provided using the NRC and CNP ITS Conversion Website. The NRC and CNP ITS Conversion Website was developed specifically to expedite NRC review and minimize the time delay between NRC review and posting of NRC questions, development and posting of I&M responses, and acceptance and closure of each identified NRC question by the responsible NRC reviewer. As agreed to between the NRC and I&M, entry of NRC questions and I&M responses to the NRC and CNP ITS Conversion Website is protected so that only the NRC reviewers and I&M staff can enter infornation into the associated database fields for each item. In addition, only the NRC reviewers and I&M staff can attach additional electronic documentation associated with an NRC question or I&M response. However, the public can fully access all infonmation on the NRC and CNP ITS Conversion WVebsite at any time, including NRC questions, l&M responses, and any attached electronic documentation.

Attachment I includes all NRC questions that have been closed by the NRC reviewers as of February 16,2005, along with l&M responses in the NRC and CNP ITS Conversion Website database and all associated attachments, and is arranged chronologically by the dates of the original NRC questions. As of the date of this letter, no outstanding open items are anticipated to require any change to the document provided as Attachment 1. , "Affinmation," provides an oath and affirmation affidavit regarding the statements made and matters set forth in this submittal.
