Description:

Discussions on 4/23M14 evening between the Director Site operations and members of the plant staff indicated that a safety assessment may not be performed for the spent fuel pool systems during a partial core offload s is scheduled for I UR28. This potential exists In part due to wording on the safety assessment checklist that Indicates that the assessment is required for afull core ofload.

The U1R28 schedule was planned to perform portions of the Bolted Fault project during the interval when the 1Reactor cavity is flooded and portions of the Unit 1 reactor core are off loaded to the spent fuel pool. Bolted fault work activities during this Interval were' scheduled to de-energize the power to one of the two Spent fuel cooling pumps. Discussions with the project engineer Indicated that this configuration had not been assessed from a safety perspective because a full core off load had not been performed.

The Plant Manager directed that a safety assessment be performed for the spent fuel pool function for the current state of the U1R28. The Plant Manager directed that the assessment be completed prior to fuel movement from Unit 1 reactor to the spent fuel pool.

1. Perform the assessment noted in Immediate action taken section.

2. Perform an assessment of the the boiled fault project to determine If the safety assessments for the project analyzed the Impact on spent fuel cooling during the partial core offload condition.

This Is not an equipment or SSC operability Issue since UI R28 fuel movement has not yet started.
