MC2890, MC2891, MC2897, MC2898, MC2904, MC2915, MC2916, MC2932, MC2933, MC2934, MC2935, MC2948, MC2953, MC2954, MC2961, MC2962, AND MC2981)
Dear Mr. Benjamin:
On April 29, 2003, the Nuclear Regulatory Commission (NRC) issued Orders modifying the operating licenses for Braidwood Station, Units 1 and 2, Byron Station, Units 1 and 2, Clinton Power Station, Unit 1, Dresden Nuclear Power Sation, Units 2 and 3, LaSalle County Station, Units 1 and 2, Limerick Generating Station, Units 1 and 2, Oyster Creek Generating Station, Peach Bottom Atomic Power Station, Units 2 and 3, Quad Cities Nuclear Power Station, Units 1 and 2, and Three Mile Island Nuclear Station, Unit 1 to: (1) require compliance with a revised design basis threat (DBT); (2) implement new security force personnel training and physical fitness requirements; and (3) prescribe compensatory measures related to fitness-for-duty enhancements applicable to security force personnel.
Section III.A.1 of the EA-03-086 (DBT Order) required that all licensees submit revised physical security plans, safeguards contingency plans, and guard training and qualification plans, including an implementation schedule, based on the revised DBT, to the NRC for review and approval no later than April 29, 2004. The Order further requires licensees to implement the revised physical security plans, revised safeguards contingency plans, and revised security force personnel training and qualification plans no later than October 29, 2004.
By letter dated April 28, 2004, you submitted a supplemental response to the Orders for Braidwood Station, Units 1 and 2, Byron Station, Units 1 and 2, Clinton Power Station, Unit 1, Dresden Nuclear Power Station, Units 2 and 3, LaSalle County Station, Units 1 and 2, Limerick Generating Station, Units 1 and 2, Oyster Creek Generating Station, Peach Bottom Atomic Power Station, Units 2 and 3, Quad Cities Nuclear Power Station, Units 1 and 2, and Three Mile Island Nuclear Station, Unit 1.
J. A. Benjamin You provided information on your security plan as it related to your Independent Spent Fuel Storage Installation (ISFSI) at the Peach Bottom Atomic Power Station, Units 2 and 3. You will be notified by separate correspondence of the NRC staffs plan for review of your ISFSI security plan.
The NRC staff will be reviewing your physical security plan in the months of May and June, your training and qualification plan during July, and your contingency plan during August. Should further information regarding your submittal be necessary to support our review, you will be notified promptly.
The NRC staff is currently reviewing your supplemental response and intends to complete the review of your revised plans by October 29, 2004.

J. A. Benjamin In your submittal, you included the Security and Contingency Plan for your Independent Spent Fuel Storage Installation (ISFSI) at Peach Bottom Atomic Power Station, Units 2 and 3.
Including the ISFSI Plan in your submittal was not required by EA-03-086. As such, the scope of the NRC staffs review of your submittal will not include the ISFSI Plan. The ISFSI Plan was fowarded to the NRC staff of the Spent Fuel Project Office who have regulatory oversight responsibilities for ISFSIs.
The NRC staff will be reviewing your physical security plan in the months of May and June, your training and qualification plan during July, and your contingency plan during August. Should further information regarding your submittal be necessary to support our review, you will be notified promptly.
