Dear Sir:

The Compensatory Measures Implementation Plan identified in Attachment I has been established to delineate the University of Wisconsin Nuclear Reactor Laboratory actions and plans in response to the current threat environment.

Our plan addresses site specific compensatory measures in the same order presented in the Commission's letter dated January 23, 2003. The plan found in attachment I is a revision to the plan submitted to the Commission on April 21, 2003 based on comments received from the Commission during an on-site visit on June 20, 2003.

The compensatory measures identified in Attachment I are required to be protected as safeguards information per 10 CFR 73.21.
