Site Specific Compensatory Measures Implementation Plan, Request to Change Commitment By letter dated July 13, 2022, the University of Wisconsin Nuclear Reactor (UWNR) reported to the commission changes to its Physical Security Protection Plan (the Plan) in accordance with 10 CFR 50.54(p) (2). The letter included an attachment detailing the description of the changes and an enclosure containing a copy of the Plan. The enclosure inadvertently was missing its cover page.
Please find attached the cover page to the Plan. Please note, while the cover page is marked SAFEGUARDS INFORMATION - MODIFIED HANDLING, - as the Plan is not attached to the cover page, no safeguards information has actually been transmitted.
Additionally, by letter dated July 21, 2003 as supplemented on October 22, 2003, the UWNR had implemented compensatory measures (CMs) related to security and safeguards at the request of NRC staff dated January 23, 2003. These commitments were promulgated in the NRC Confirmatory Action Letter (CAL), CAL No.
NRR-03-002, Site Specific Compensatory Measures Implementation Plan, dated November 13, 2003.

Subsequently, by letter dated December 11, 2006, the NRC requested that the existing CMs implemented by the CAL be incorporated into the Plan. In response to this request, by letter dated July 13, 2022, the UWNR submitted changes to the Plan in accordance with 10 CFR 50.54(p) (2) to incorporate the existing CMs.
Therefore, the UWNR requests removal of the CAL by noting that the CMs have been incorporated into the Plan which meets the condition, of implementing a more permanent measure, for requesting approval to a change to the CAL.
