UNIVERSITY OF WISCONSIN RESEARCH REACTOR, CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-03-002 ON THE SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN
Dear Mr. Agasie:
The purpose of this letter is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has closed Confirmatory Action Letter (CAL) No. NRR-03-002. The NRC issued CAL No. NRR-03-002 on November 13, 2003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML032580986). This CAL formalized commitments to implement site-specific compensatory measures related to security and safeguards.
By letter dated August 8, 2022 (ML22224A085cover letter only), the NRC received a revised physical security plan (PSP), dated July 13, 2022, for the University of Wisconsin (UW) research reactor, in support of the closure of CAL No. NRR-03-002 under Facility Operating License No. R-74. In response to this letter, the NRC staff reviewed the UW PSP and found that the changes to the UW PSP were made in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.54, Conditions of licenses, paragraph (p)(2) by incorporating the site-specific compensatory measures committed to in CAL No. NRR-03-002, which did not decrease the effectiveness of the previously approved UW PSP. Therefore, the NRC considers CAL No. NRR-03-002 closed.
Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, the NRC will make a copy of this letter available electronically for public inspection in the NRC Public Document Room located at NRC Headquarters in Rockville, Maryland. The public can also access this letter in the NRCs document system, ADAMS, on the NRCs website at https://www.nrc.gov/reading-rm/adams.html.
