NORTH ANNA POWER STATION UNITS 1 AND 2 REVISED COMPENSATORY MEASURES EXTENDED INVERTER ALLOWED OUTAGE TIME PROPOSED RISK-INFORMED TECHNICAL SPECIFICATIONS CHANGE In a December 13, 2002 letter (Serial No.02-758), Dominion requested an amendment to Facility Operating License Numbers NPF-4 and NPF-7 in the form of a change to the Technical Specifications for North Anna Power Station Units 1 and 2. The proposed change would revise the Completion Time of Required Action A.1 of Technical Specification 3.8.7, Inverter-Operating, from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 14 days based on a risk-informed evaluation for an inoperable inverter. Based on a September 11, 2003 telephone conversation with the NRC regarding the deterministic basis of the Technical Specification, Dominion submitted by letter dated December 17, 2003 (Serial No.03-494), a revised Technical Specification change. The proposed revision to the Technical Specification modified TS 3.8.7, Required Action A.1 Completion Time from 14 days to 7 days and identified two compensatory measures that would be implemented when an instrument bus inverter is unavailable.

In a follow up telephone conversation with the NRC staff on February 9, 2004, implementation of compensatory measures associated with inverter unavailability was discussed. Based on that conversation, Dominion has modified the compensatory measure associated with maintenance of Reactor Protection System/Engineered Safety Feature Actuation System channels during a planned instrument bus inverter outage.

The following compensatory measures will be implemented when an instrument bus inverter is unavailable:

Entry into the extended inverter Completion Time will not be planned concurrent with EDG maintenance, and k 'o/

  • Entry into the extended inverter Completion Time will not be planned concurrent with planned maintenance on another RPS/ESFAS channel that results in that channel being in a tripped condition.
