PROPOSED RISK-INFORMED TECHNICAL SPECIFICATIONS CHANGE Dominion letters dated December 13, 2002 (Serial No.02-758), December 17, 2003 (Serial No.03-494), and February 12, 2004 (Serial No. 03-494A) requested an amendment to Facility Operating License Numbers NPF-4 and NPF-7 in the form of a change to the Technical Specifications for North Anna Power Station Units 1 and

2. The proposed change would revise the Completion Time of Required Action A.l of Technical Specification 3.8.7, Inverter-Operating, from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 7 days based on a risk-informed evaluation for an inoperable inverter. The amendment request included compensatory measures when an instrument bus inverter is unavailable.

The amendment request included a request for a 30-day implementation timeframe.

Due to the recent inclusion of compensatory measures in the amendment request, several additional procedure revisions are required. Based on the latest schedule for completing this licensing action, the increased procedure scope will occur concurrent with preparing procedure revisions for the upcoming spring refueling outage for North Anna Unit 2. The concurrent activities require additional time for implementation of the license amendment. Therefore, we request a 90-day implementation timeframe following NRC approval of the license amendment.
