Dear Mr. Stall:
During the Advisory Committee on Reactor Safeguards (ACRS) meeting on April 9, 2003, your staff presented information concerning the St. Lucie, Units 1 and 2, application for renewed operating licenses. One of the items discussed was the potential aging effect of phosphates on concrete structures. Following the meeting, Dr. Dana Powers, ACRS member, developed a draft report detailing his comments. The report is enclosed to assist your staff in preparing for the September 2003 ACRS full committee meeting. The NRC staff would be interested in discussing your position on the effects of phosphates prior to the September 2003 ACRS meeting.
