SUMMARY

OF OCTOBER 17, 2002, TELEPHONE CALL WITH FLORIDA POWER AND LIGHT COMPANY CONCERNING RESPONSES TO REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE ST. LUCIE, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MB3406 AND MB3412)

The Nuclear Regulatory Commission (NRC) staff and a representative of Florida Power and Light Company (FPL) held a telephone call on October 17, 2002, to discuss FPLs responses to requests for additional information (RAIs) concerning the St. Lucie, Units 1 and 2, license renewal application. A summary of the items discussed is provided below.

Response to RAI 2.1-2: The applicant agreed to provide a one line diagram identifying the power recovery paths associated with the station blackout rule to the scoping and screening inspection team during the week of October 21, 2002.

Response to RAI 2.3.3.15-1: The aging management tables provided with this response indicated that there were no aging effects requiring management for fan/damper housings made of carbon steel with an internal environment of air/gas. In Table 3.3-15 of the license renewal application, the applicant indicated that an aging management program for loss of material was required for filter housings made or carbon steel with an internal environment of air/gas. The applicant agreed to explain the difference between these two aging management review results.

Response to RAI 3.3.9-3: The staff determined that the proposed aging management program of leakage inspections for managing loss of material on the inside surface of small bore piping is unacceptable in and of itself. The applicant agreed to provide additional bases for its proposed program.

Response to RAI 3.5-1: The applicant agreed to provide confirmation or clarification concerning how the Systems and Structures Monitoring Program for accessible reinforced concrete structures will manage the aging effects of cracking, loss of material, and change in materials properties.

Response to RAI 3.1.2-1: This response states that the Galvanic Corrosion Susceptibility Inspection Program constitutes a one-time inspection of selected locations in treated water (and other) systems. The applicant agreed to clarify what the other systems are.

Response to RAI 3.3.2-4: The applicant agreed to provide the tables used to calculate the growth rate over 60 years and to identify the design corrosion allowance for valve bodies.

Response to RAI 3.3.15-1: The applicant agreed to provide the design corrosion allowance for components associated with the control room air conditioning outside air intake.

The applicant plans to provide the information as supplemental RAI responses. The applicant has had an opportunity to review and comment on this summary.
