OF THE MEETING AND THE CONFERENCE CALL BETWEEN THE NRC AND THE FLORIDA POWER AND LIGHT COMPANY CONCERNING DRAFT RESPONSES TO SAFETY EVALUATION REPORT WITH OPEN ITEMS PERTAINING TO THE ST. LUCIE, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MB3406 AND MB3412)

The NRC staff and representatives of the Florida Power and Light Company (FPL) held a meeting on March 5, 2003, and a telephone conference on March 10, 2003, to discuss the applicants draft responses to the Safety Evaluation Report (SER) with open items. On the basis of these discussions, the applicant plans to revise some of its draft responses. A meeting summary, which identifies the draft responses discussed and the applicants planned actions, is provided in Enclosure 1. FPL has had an opportunity to review and comment on this summary.

A list of the participants in the meeting is provided in Enclosure 2. The FPL draft responses and the associated open items are provided in Enclosure 3.

MEETING AND TELEPHONE CONFERENCE WITH FLORIDA POWER AND LIGHT COMPANY ST. LUCIE, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION March 5 and 10, 2003 The Nuclear Regulatory Commission (NRC) staff met with representatives of the Florida Power and Light Company (FPL or the applicant) on March 5, 2003, and participated in a telephone conference on March 10, 2003, to discuss the applicants draft responses to the staffs safety evaluation report (SER) with open items associated with the St. Lucie, Units 1 and 2, license renewal application (LRA). On the basis of the discussions, the staff was able to better understand the applicants technical bases. No staff decisions were made during the meeting.

In some cases, the applicant agreed to provide additional information.

The applicant plans to submit its responses to the SER open items by March 28, 2003. The staff will review the applicants responses when they are received. A summary of the open items discussed and the applicants proposed actions are presented below. The complete open items and draft responses from the applicant are available in Enclosure 3 of this meeting summary package.

Open Item 3.0.5.7-1, Fire Protection Pipe Wall Thinning Measurements The staff and the applicant discussed the detection of fire protection piping wall thinning due to internal corrosion. The applicants draft response supercedes in its entirety its previous response to the staffs request for additional information (RAI) B.3.2.8-3. The staff determined that no further information needs to be added to the draft response.

Open Item 3.0.5.10-1, Use of Leakage Detection/Intake Cooling Water Leakage Monitoring The staff and the applicant discussed the adequacy of the Systems and Structures Monitoring Program for managing loss of materials in the intake cooling water (ICW) system small bore piping that contained stagnant areas. Based on the discussion, the applicant agreed to provide the following information:

Clarifications on operational experience of leakage in these pipes, the most susceptible flanges, and the inspection of the piping Structural integrity of susceptible small bore piping and flanges during seismic events How the leakage detection system is utilized to identify stress corrosion cracking for the chemical and volume control system Open Item 3.1.1.2-1, Mechanical Closure Integrity - Stress Relaxation The staff and the applicant discussed whether the loss of mechanical closure integrity is an applicable aging effect for stainless steel or carbon steel Non-Class 1 bolting materials as a result of stress relaxation. During the telephone conference, the applicant agreed to compare the technical information in the industry guidelines to the information in the FPL response. In addition, the applicant agreed to clarify why stress relaxation is an aging effect for Class 1 but not for non-Class 1 bolting. The applicant plans to revise its draft response by providing additional information with the specific technical basis for this open item.

Open Item 3.1.0.3-1, Small Bore Piping Aging Management Program, Risk Informed Methodologies The staff and the applicant discussed the risk-informed methodologies for Small Bore Class 1 Piping Inspection aging management program. The applicants draft response provided sufficient information. The staff determined that no further information needs to be added to the draft response.

Open Item 3.1.0.5.1, Reactor Vessel Surveillance Capsule The staff and the applicant discussed the Reactor Vessel Surveillance Capsule Removal and Evaluation Subprogram. The applicants draft response provided the updated capsule removal schedule. The staff determined that no further information needs to be added to the draft response.

Open Item 3.6.2.1-1, Fuse Holders The staff and the applicant discussed aging management of the fuse holders. The staff requested that the applicant provide a commitment to comply with the interim staff guidance -

(ISG) 5 on fuse holders when it is issued. The ISG-5, the identification and treatment of electrical fuse holders for license renewal, was issued on March 4, 2003. As a result, the applicant plans to revise its draft open item response to include additional information related to its Aging Management Review to address ISG-5.

Open Item 3.1.0.1-1, Alloy 600 Aging Management Program The staff and the applicant discussed the implementation of future commitments associated with the primary water stress corrosion cracking (PWSCC) in Inconel materials (including Alloy 600 and Alloy 182/82 materials). The applicants draft response to this open item provided these commitments. The staff determined that no further information needs to be added to the draft response.

Open Item 3.1.0.1-2, Alloy 182/82 The staff and the applicant discussed the St. Lucie Alloy 600 Inspection Program. This open item included commitments made to NRC Bulletin 2002-01 and NRC Bulletin 2002-02. In response to the NRC Order dated February 11, 2003, which established interim inspection requirements for reactor pressure vessel heads at pressurized water reactors, the applicant agreed to provide a supplemental response to include visual examinations and other inspections associated with this program.

Open Item 3.1.2.2-1, Pressurizer Spray Nozzle Welds The staff and the applicant discussed the pressurized surge and spray nozzle thermal sleeves, which are fabricated from Alloy 600 materials, and whether cracking in the sleeves could damage the nozzles. The applicants draft response supercedes in its entirety its previous response to RAI 2.3.1-2. The response indicates that the thermal sleeves are not welded to the nozzles. The staff determined that no further information needs to be added to the draft response.

Open Item 4.6.4-1, Alloy 600 Nozzles, Plant Specific Report Review The staff and the applicant discussed the plant-specific analysis of the small bore nozzles and Time Limited Aging Analysis (TLAA) on Alloy 600 half-nozzle repairs. The applicants draft response to this open item provided updated information. The staff determined that no further information needs to be added to the draft response.
