OF MEETINGS BETWEEN THE NRC AND THE FLORIDA POWER AND LIGHT COMPANY CONCERNING DRAFT SUPPLEMENTAL RESPONSES TO REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE ST. LUCIE, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MB3406 AND MB3412)
The NRC staff and representatives of the Florida Power and Light Company (FPL) held meetings on November 6-7, 2002, and phone calls on November 20, 21, and 25, 2002, to discuss the applicants draft supplemental responses to the staffs requests for additional information (RAIs). On the basis of these discussions, the applicant plans to revise some of its draft supplemental responses. A meeting summary, which identifies the supplemental responses discussed and the applicants planned actions, is provided in Enclosure 1. FPL has had an opportunity to review and comment on this summary. A list of the participants in the meeting is provided in Enclosure 2. The FPL draft supplemental responses and the associated RAIs are provided in Enclosure 3.

MEETING WITH FLORIDA POWER AND LIGHT COMPANY ST. LUCIE, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION NOVEMBER 6-7, 2002 The Nuclear Regulatory Commission (NRC) staff met with representatives of Florida Power and Light Company (FPL or the applicant) on November 6-7, 2002, and participated in a telephone call on November 20, 2002, to discuss the applicants draft supplemental responses to the staffs requests for additional information (RAIs) associated with the St. Lucie, Units 1 and 2, license renewal application (LRA).
On the basis of the discussions, the staff was able to better understand the applicants technical bases; however, no technical issues were resolved. In some cases, the applicant identified actions that would enhance its supplemental RAI responses. The staff did not provide any approval for or agreement with the technical information provided in the draft supplemental responses.
The applicant is scheduled to submit its supplemental responses to the RAIs by November 29, 2002. The staff will review the applicants responses when they are received. A summary of the RAIs discussed and the applicants proposed actions are presented below. The complete RAIs and draft supplemental responses are available in Enclosure 3 of this meeting summary package.
RAI 2.2 - 2 The staff and the applicant discussed the reliance on floor drains in the plant internal flood analysis. The applicant agreed to confirm that floor drains that are credited in the flood analysis are within the scope of license renewal.
RAI 2.3.3 - 4 The staff and the applicant discussed the spent fuel pool makeup systems and which of the systems were part of the current licensing basis (CLB) and within the scope of license renewal.
The applicant does not plan to revise its draft supplemental response to this RAI.
RAI 2.3.3 - 15 The staff and the licensee discussed the hydro-pneumatic tank that maintains pressure in the fire protection system and the demineralized water system. The applicant maintains that the hydro-pneumatic tank is outside the CLB and is not included in the fire protection program for St. Lucie, Units 1 and 2. However, the applicant agreed to bring the hydro-pneumatic tank and associated components within the scope of license renewal and to perform aging management reviews of the components. The applicant plans to provide the results of the scoping and screening evaluation and the aging management reviews to the staff in its supplemental response to this RAI.
2 RAI 2.3.3.15 - 1 The staff and the applicant discussed the use of the Periodic Surveillance and Preventive Maintenance Program to identify internal degradation of fan and damper housings. The applicant explained how internal inspections can be performed during fan maintenance activities, how internal degradation can be deduced by external inspections, and how the results of system functionality tests can be used to identify degradation. The applicant plans to revise its draft supplemental response to include some of the information discussed during this meeting.
RAIs 2.4.1 - 6 and 2.4.2 - 4 The applicant presented its calculations for determining whether failure of the shield building or the fuel handling building vent stacks would prevent safety-related components from performing their intended functions. The applicant agreed to submit the results of the calculations that demonstrated that the failure of the vent stacks are bounded by the results of the high energy missile calculations contained in the Updated Final Safety Analysis Report (UFSAR).
RAIs 3.3.2 - 3 and B.3.2.10 - 4 The applicant confirmed that even though sacrificial anodes are installed in the component cooling water system, the anodes are not credited for aging management of the components in the system. The applicant does not plan to revise its supplemental response to this RAI.
RAI 3.3.9 - 3 The staff and applicant discussed the aging management program for small bore piping in the intake cooling water system. The applicant agreed to identify the portion of small bore piping that is coated carbon steel and the percentage of small bore drain piping that has been replaced by new material.
RAI 3.6 - 1 and 3.6 - 2 The staff and the applicant discussed the appropriate aging management programs for electrical components. The applicant agreed to provide the following information:
justification for the results of the aging management reviews of fuse holders, clarification of the aging management program credited for the containment high radiation monitor cable located outside the containment, and clarification of how the data from instrument calibrations will be trended.
The staff and the applicant discussed the proposed interim staff guidance concerning aging management of fuse holders. The applicant does not plan to revise its draft supplemental response to this RAI.
3 RAI 4.3 - 3 The staff and the applicant discussed the environmental Fen multipliers used in the environmental fatigue calculations. The applicant agreed to identify the material associated with each component in the environmental fatigue calculation tables contained in its RAI response letter dated October 10, 2002.
The applicant confirmed the materials of some of the components for which environmental fatigue calculations were performed and explained the bases for the results. The applicant agreed to provide footnotes to identify some of these bases.
RAI 4.6.1 -1 The staff and the applicant discussed the leak-before-break analysis performed by Combustion Engineering that is referenced in the LRA. The applicant identified a second Combustion Engineering analysis, CEN 4.12, and associated NUREGs that it used to reevaluate the conclusions of the original leak-before-break analysis. The applicant does not plan to revise its draft supplemental response to this RAI.
RAIs 4.6.3 - 2 and 4.6.3 - 3 The staff and the applicant discussed details of the core barrel repair. The applicant agreed to docket specific proprietary information requested by the staff, determine whether by-pass flow had been evaluated, provide the wall thickness of the repair plugs, and determine the status of Chapter 7, Failure Mechanism Analysis Report, of the FPL report, Reactor Vessel Internals and Thermal Shield; Plant Recovery Program, issued on February 10, 1984.
RAI 4.6.4 - 1 The staff and the applicant discussed the error identified in the Combustion Engineering Owners Group (CEOG) topical report CE NPSD-1198-P, Low-Alloy Steel Component Corrosion Analysis Supporting Small-Diameter Alloy 600/690 Nozzle Repair/Replacement Programs. They considered what effect the error would have on the time-limited aging analysis for the Alloy 600 instrument nozzle repairs conducted at St. Lucie, Units 1 and 2. The applicant plans to provide the staff with a copy of the site-specific CEOG report, Evaluation of Fatigue Crack Associated with Small Diameter Nozzles for St. Lucie 1 & 2.
RAI B.3.1.2 - 1 The staff and the applicant discussed the Galvanic Corrosion Susceptibility Inspection Program.
The applicant agreed to provide a summary of the operating experience related to the different environments associated with the components covered by this aging management program.
The applicant also plans to eliminate the last sentence in bullet one of its draft supplemental response to this RAI.
4 RAI B.3.2.5 - 2 The staff and the applicant discussed the Intake Cooling Water Inspection Program. The applicant presented the results of its review of over 300 work orders, which were generated over the last year. No pitting was observed during these work activities. The applicant agreed to explain why the inspection of disassembled pumps and valves are bounding for other components in the intake cooling water system.
RAI B.3.2.8 - 1 The applicant confirmed that microbiologically influenced corrosion (MIC) could not occur in the fire water system, since the water is potable and has been rough filtered to remove large particles. The applicant does not plan to revise its draft supplemental response to this RAI.
RAI B.3.2.8 - 2 The staff and the applicant discussed fire door inspections. The applicant agreed to provide information concerning the type of material that is used for the fire door seals.
RAI B.3.2.8 - 3 The staff and the applicant discussed internal inspections of fire protection system piping. The applicant agreed to provide supplemental information concerning:
how the inspections were conducted, the frequency, and the acceptance criteria; inspection results from maintenance activities that opened the system; and inspections of branch lines that are in low flow area or are inaccessible.
RAI B.3.2.8 - 4 The staff and the applicant discussed the inspection activities associated with the below grade fire protection system piping. The applicant agreed to provide details of the maintenance history and the results of inspections associated with below grade fire protection system piping.
RAI B.3.2.8 - 5 The staff and the applicant discussed the upgrades to thermolag protection and the penetration seals for the cable tray fire stops. The applicant agreed to provide references to docketed information related to these upgrades. The applicant also agreed to provide the basis for its statement on page B-40 of the LRA that the Fire Protection Program will provide reasonable assurance that the systems and components within the scope of license renewal will perform their intended functions for the period of extended operation.
5 RAI B.3.2.8 - 6 The staff and the applicant discussed the inspection of fire protection system sprinkler heads.
The applicant agreed to provide additional information concerning the results of past inspections and the related operating history associated with the sprinkler heads.
MISCELLANEOUS The staff and the applicant discussed an inconsistency between the dose rates for fuel handling accidents contained in the LRA and the UFSAR. The applicant stated that it has corrected the inconsistency by revising the document containing the outdated dose rates.
The staff and the applicant discussed the control room air conditioning systems in relationship to the station blackout event. The applicant, in a November 11, 1991, letter, committed to a single train of ventilation and air conditioning during a station blackout event. The applicant confirmed that the components in this single train are within the scope of license renewal and were subjected to aging management reviews.
