SUBJECT:
SUMMARY
OF TELEPHONE CALLS AND A MEETING BETWEEN THE NRC AND THE FLORIDA POWER AND LIGHT COMPANY CONCERNING SUPPLEMENTAL RESPONSES TO SAFETY EVALUATION REPORT WITH OPEN ITEMS PERTAINING TO THE ST. LUCIE, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MB3406 AND MB3412)
The NRC staff (hereafter referred to as staff) and representatives of the Florida Power and Light Company (FPL or the applicant) held telephone calls on April 23 and May 7, 2003 and a meeting on May 21, 2003 to discuss the applicants supplemental response, dated March 28, 2003, (Enclosure 1) and draft supplemental responses received May 19, 2003, (Enclosures 2 and 3) to open items in the Safety Evaluation Report (SER) with Open Items issued on February 7, 2003, and a clarification to FPLs response to staffs request for additional information (RAI) on Station Blackout dated May 12, 2003. On the basis of the discussions, the applicant plans to revise its supplemental responses to the open items and the RAI. No staff decision was made during the telephone calls or the meeting. A summary of the discussions and the applicants proposed actions is presented below:
Open Item 3.0.5.10-1, Use of Leakage Detection On May 7, 2003, the staff and the applicant discussed the supplemental response, dated March 28, 2003, (Enclosure 1) that the applicant provided for resolving Open Item 3.0.5.10-1.
While the staff found the applicants response to Open Item 3.0.5.10-1 to be adequate, the staff noted that the applicants response included revisions that appeared unrelated to the open item.
These changes included the aging management review of piping/fittings in the intake cooling water system contained in Table 3.3-9 of the license renewal application. During the phone call, the staff requested that the applicant provide justification for these changes. The applicant agreed to provide additional information in the supplemental response to the open item.
Open Item 3.1.2.2-1, Pressurizer Spray Nozzle Thermal Sleeves On April 23, 2003, the staff and the applicant discussed Open Item 3.1.2.2-1 regarding pressurizer surge and spray nozzle thermal sleeve, and the supplemental response dated March 28, 2003, (Enclosure 1) provided by the applicant. During the phone call, the staff requested additional information for the significance of cracking of a longitudinal thermal sleeve and how it would impact its intended function and fatigue analysis. The staff also requested an opportunity to review drawings depicting these thermal sleeves. The applicant agreed to revise its response to this open item by providing supplemental information as requested.
On May 21, 2003, the staff and the applicant met and discussed Open Item 3.1.2.2-1 regarding pressurizer surge nozzle thermal sleeve. This meeting was a follow-up to the phone call held on April 23, 2003 and the associated draft supplemental responses dated May 19, 2003
FP&L Co. (Enclosure 2). During the meeting, the staff reviewed the following drawings in which the subject thermal sleeve is depicted: FPL Drawing No. 2998-16945, R.0, Thermal Sleeves &
Surge Screen, FPL Drawing No. 2998-18709, R.2, Pressurizer General Arrangement, and FPL Drawing No. 2998-16985, R.3, Sleeves, Heaters & Internal Assembly. The staffs review of the drawings confirmed the statement made by the applicant that the surge line thermal sleeve would remain in place if the longitudinal seam weld fails. The applicant indicated that a fatigue analysis of the surge line nozzle without a thermal sleeve resulted in acceptable fatigue usage. The applicant agreed to revise its supplemental response to include the fact that the highest fatigue usage in the nozzle occurs upstream of the thermal sleeve.
RAI 2.1-2, Station Blackout (Nonsegregated-Phase Bus)
On May 21, 2003, the staff and the applicant met and discussed the staffs request for clarification, via letter dated May 12, 2003, to FPLs response to RAI 2.1-2 regarding Station Blackout. This was a follow-up to the phone call held on May 9, 2003, and the applicants draft supplemental response dated May 19, 2003, (Enclosure 3) concerning the aging management of the nonsegregated-phase bus. As a result of this meeting, the applicant agreed to provide the following information:
- 1. A similarity analysis between the silicone caulk used in the nonsegregated-phase buses and the silicon caulk whose properties were used in the Arrhenius analysis to justify a 60-year life time.
- 2. A statement from the manufacturer of the nonsegregated-phase buses that bolting torques will be maintained for 60 years, or a technical justification (based upon bolting duty cycle) that loss of pre-load will not occur during the life of the plant.
- 3. A verification that the heaters are in a routine maintenance program and that the filters in the heater assemblies are replaced on a specified periodicity.
The applicant agreed that, if it was unable to provide information to any of the above three requests, it would commit to aging management programs to address the applicable aging effects.
To follow-up the meeting on May 21, 2003, the staff requested confirmation responses from the applicant on the thermal sleeve issue. Enclosure 4 includes the e-mail communication between the staff and FPL which took place on May 28, 2003.
