This letter provides the scope and objectives for Carolina Power & Light (CP&L)

Company's Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2, 2002 Emergency Preparedness Exercise. This information is being submitted 75 days prior to the scheduled exercise date in accordance with an NRC letter to CP&L dated July 22, 1994, "Submission of Emergency Preparedness Exercise Scope, Objectives and Scenarios."

The exercise is scheduled for November 19, 2002. This exercise is an ingestion pathway, full participation exercise which involves participation from the following offsite response agencies: the State of North Carolina, Brunswick County, New Hanover County, Pender County, Columbus County, and Horry County, South Carolina. These agencies will implement their emergency response plans in support of this exercise.

The July 22, 1994, letter specifies that the exercise objectives and scenario should be protected from disclosure to exercise participants. You are requested to withhold the enclosure, which contains the exercise scope and objectives, from release in the Public Document Room until completion of the exercise.
