August 23, 2002 Mr. John L. Skolds, President and Chief Nuclear Officer Exelon Nuclear Exelon Generation Company, LLC 4300 Winfield Road Warrenville, IL 60555

SUBJECT:

OYSTER CREEK NUCLEAR GENERATING STATION - SITE VISIT TO ADDRESS ISSUES RELATED TO AMENDMENT APPLICATION OF APRIL 26, 2002 (TAC NO. MB4960)

Dear Mr. Skolds:

The Nuclear Regulatory Commission (NRC) staff is reviewing the subject application for amendment whereby AmerGen proposed to incorporate the Boiling Water Reactor Owners Group stability Option II solution methodology to ensure that coupled neutronic/thermal-hydraulic instabilities are detected and suppressed. As part of its review, the NRC staff needs to perform a site review which would include viewing of onsite documents, and discussion with your personnel who are familiar with the proposed action. As agreed with Mr. David Distel of your staff, the site review is scheduled to take place on August 29, 2002. Participants of the site review are Messrs. Tai Huang, Christopher Graham, and Jose March-Leuba (NRC contractor from Oak Ridge National Laboratory). The issues to be addressed in the site review are set forth in the enclosure.

Mr. Huang will contact Mr. Distel to arrange for the logistics of this site review. If you need clarification, please feel free to contact me at 301-415-1451.

Sincerely,

/RA/
