Our reviewer S. V. Athavale would like to discussion the following 3 draft questions in a conference call with AmerGen. These are concerning your application for amendment, M.

Gallagher (AmerGen) to NRC, April 26, 2002, proposed licence amendment to implement BWROG Option II solution to alleviate the long-term reactor stability concern This e-mail does not convey a formal NRC staff position, and does not formally request additional information. The sole purpose of this e-mail is to prepare AmerGen for a proposed conference call.

1. The NRC staff believes that digital circuits of the new FCTR cards may have embedded software or firmware that is built and programmed for the dedicated task(s). If this is true, then please confirm that the embedded software is fully testable and meets the required quality. If it does not, then please confirm that the process for an appropriate verification and validation (V&V) was established and performed in accordance with the requirements of IEEE 7-4.3.2 and RG 1.152.

Please confirm that AmerGen has procedures in place to maintain software configuration control.

Since these cards are being installed under 10 CFR 50.59, please provide a copy of your 10 CFR 50.59 evaluation for this design change.

2. Please confirm that electromagnetic interference (EMI)/ radio frequency interference (RMI) susceptibility qualification of the new digital FCTR cards was determined based on guidance of EPRI Report TR-102323, and the new hardware will not become a source of conducted and/or radiated EMI and RFI for other safety-related circuits.
3. Please confirm that your in-house setpoint calculation methodology was previously reviewed and approved by the NRC staff. If this is not the case, please confirm that your in-house setpoint calculation methodology is based on NRC-approved Industry standards.
