By letters dated October 31, 2012 (References 1,2, and 3), PSEG Nuclear LLC (PSEG) submitted the initial status reports for each of the March 12, 2012 Orders issued in response to Fukushima lessons learned. References 1 and 3 apply to the Salem Generating Station (SGS) Units 1 and 2 and the Hope Creek Generating Station (HCGS). Reference 2 only applies to HCGS. The purpose of this letter is to explain the

November 8,2012 delay in submitting References 1, 2, and 3 ("initial status reports" hereinafter), and to affirm PSEG's understanding of the importance of timely implementation of Fukushima lessons learned.

The due date to submit the initial status reports to the NRC was Monday, October 29,2012. On Friday, October 26,2012, PSEG scheduled the final approval of the initial status reports under oath and affirmation to be completed at a meeting on October 29,2012.

On Saturday, October 27,2012, the governor of New Jersey declared a State of Emergency based on National Weather Service predictions that Hurricane Sandy would move along the New Jersey coast beginning on October 28, 2012. The approach of Hurricane Sandy towards the PSEG Nuclear site prompted PSEG to make the decision to require only essential personnel to report to the site. Reduced onsite staffing commenced on night shift on October 28, 2012, with normal staffing levels resuming on day shift on October 31, 2012. Implementation of severe weather guidelines and precautionary measures, including reductions in onsite staffing levels consistent with protecting the safety of site personnel and the general public, created logistical challenges that delayed submittal of the initial status reports.

PSEG recognizes the importance of timely implementation of Fukushima lessons learned. Our delay in submitting the initial status reports does not affect our overall schedule for implementing the measures specified in the Orders. PSEG considers the effects of Hurricane Sandy, and our response to its approach and arrival, as an additional learning opportunity to further improve our ability to respond to a severe natural event and maintain our nuclear facilities and personnel in a safe condition.
