Subject:

Supplement to License Amendment Request (LAR) S09-03, LAR to Correct Technical Specification and Facility Operating License Editorial Items

References:

(1) Letter from PSEG to NRC, "License Amendment Request to Correct Technical Specification and Facility Operating License Editorial Items," dated September 14, 2009 In Reference 1, PSEG Nuclear LLC (PSEG) submitted a license amendment request for the facility operating licenses listed above. The request would correct editorial items in the Technical Specifications (TS) and Facility Operating License (FOL) for both Salem Units 1 and 2. These items were either historical in nature, or were errors inadvertently created during the submittal of other license amendment requests and subsequent license amendments. The proposed changes were administrative in nature and fell into one of four categories: (1) correct typographical errors, (2) correct format errors, (3) correct administrative differences between Units, or (4) delete historical requirements that have expired.

Subsequent to submittal of Reference 1, PSEG discovered a potential conflict with one of the Unit 2 pages submitted as part of Reference 1, and an Amendment already issued, but pending implementation (Amendment 276). Specifically, Unit 2 page 3/4 1-18 is pending implementation as part of Amendment 276, which is not scheduled to be implemented until prior to entering Mode 2 following refueling outage 2R18 (currently scheduled for spring 2011). The same page was included in Reference 1 with additional proposed changes. To avoid a potential implementation conflict, PSEG is requesting that Salem Unit 2 page 3/4 1-18 be withdrawn from the Reference 1 License Amendment Request.

PSEG has reviewed the information supporting a finding of no significant hazards consideration that was provided to the NRC in Reference 1. The additional information provided in this letter does not affect the conclusion that the proposed license amendment does not involve a significant hazards consideration. No regulatory commitments are contained in this submittal.
