On February 11, 2003, the U. S. Nuclear Regulatory Commission (NRC) issued an order to modify the license for Salem Generating Station, Units 1 and 2. This Order required specific inspections of the reactor pressure vessel (RPV) head and associated penetration nozzles at pressurized water reactors (PWRs). In our letter of March 3, 2003, (Reference 1) PSEG consented to that Order. By letters dated September 24, 2003, February 26, 2004, and March 4, 2004, (Reference 2, 3, 4) PSEG requested relief based upon certain physical characteristics of Salem Generating Station Unit 1.

Rulemakings and Adjudications Staff2 LR-N04-0098 On February 20, 2004, the NRC issued First Revised Order (EA-03-009) to modify the license for Saiem Generating Station, Units 1 and 2. This Order addresses revisions to bare metal visual inspections, penetration nozzle inspection coverage, and flexibility in combination of non-destructive examination methods, flaw evaluation, and requirements for plants that have replaced their RPV head. As of March 4, 2004, PSEG is in compliance with the requirements as stated in Section IV of the First Revised Order, except for the relaxation and relief requested in references 2, 3, and 4 for Salem Generating Station Unit 1 during 1R16.
