The purpose of this letter is to retract the previous cancellation of Prairie Island Nuclear Generating Plant (PINGP) Licensee Event Report (LER) 1-09-06 (Reference I ) and LER 50-28212010-003-00 (Reference 2) as reported to the NRC in the letter "Cancellation of Licensee Event Reports Associated with Flooding Scenarios" (Reference 3). The cancellations were based on the position that the flooding scenario reported in these LERs was not required to be analyzed per the PINGP licensing basis.

Licensing documentation related to this issue was discussed at the Regulatory Conference conducted at the NRC Region Ill on July 13, 2010.

NRC TIA 2011-007 (Reference 4) concludes that the flooding scenarios are required to be analyzed. Thus, the conditions that were reported in LER 1-09-06 and LER 50-28212010-003-00 do represent conditions that require reporting to the NRC.

Document Control Desk Page 2 Both LER 1-09-06 (Reference I) and LER 50-282/2010-003-0a (Referen@@ 2) should no longer be considered cancellad. Both CERs will be supplemented to provide additional information. The supplements are scheduled to be provided to the NRC by April 8, 201 1.
