1. Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM") letter to NRC, "LER 50-282/2015-001-00, 14 Fan Coil Unit Leak. (ADAMS Accession ML15016A204)

This letter constitutes notification to the NRC of the cancellation of Prairie Island Nuclear Generating Plant (PINGP) LER 50-282/2015-001-00 (Reference 1). The cancellation is consistent with the guidance in NUREG-1022, Rev 3, "Event Reporting Guidelines 10 CFR 50.72 and 50.73."

This event was originally considered reportable under 10 CFR 50.73(a)(2)(v)(C), any event or condition that could have prevented the fulfillment of a safety function to control the release of radioactive material.

As discussed in the referenced LER, the Unit 1 Containment was declared inoperable for a loss of Containment integrity on November 20, 2014, due to a leak on t,he Fan Coil Unit (FCU). The leak caused a breach to the Containment boundary and a loss of a fission product barrier that could have resulted in a radioactive release from the Containment into the Cooling Water system, and resulting in off-site dose to the public during a Design Basis Accident (DBA).

In the final engineering evaluation, the predicted containment leakage past the Auxiliary Building Special Ventilation Zone (ABSVZ) and Shield Building was less than the available containment leakage margin for these same paths. The safety function to control the release of radioactive material was not lost during the FCU leakage. Based on the determination that no loss of safety function existed, NSPM is cancelling LER 50-282/2015-001-00.
