Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Change to Requested Implementation Period for License Amendment Request Nos. 316 and 189 By letter dated January 28, 2004, FirstEnergy Nuclear Operating Company (FENOC) submitted proposed license amendment request (LAR) Nos. 316 and 189 for Beaver Valley Units 1 and 2, respectively. The proposed amendments will delete the Technical Specification requirements related to the hydrogen recombiners and hydrogen analyzers .

The changes are consistent with Revision 1 of NRC-approved Industry/Technical Specification Task Force (TSTF) Standard Technical Specification Change Traveler, TSTF-447, "Elimination of Hydrogen Recombiners and Change to Hydrogen and Oxygen Monitors ." The availability of this Technical Specification improvement was announced in the Federal Register on September 25, 2003, as part of the consolidated line item improvement process (CLIIP) .

FENOC had requested approval of the proposed amendments by August 31, 2004, with a 60 day implementation period so that sufficient time would be provided to include consideration of the proposed amendments in the work planning process for the next BVPS Unit No. 1 refueling outage, which is scheduled for the Fall of 2004. Based on input from the NRC staff, it is FENOC's understanding that the NRC review of the LAR is nearing completion and the staff expects to issue the proposed amendments in the near future . Since the amendments will be issued considerably ahead of the requested schedule, FENOC requests that the implementation period be changed to 120 days . This period will allow FENOC to implement the amendments in a manner consistent with the schedule originally proposed in the LAR.
