Bryant,\\Sectiot Chief, RCES Branch Date Signed SUMMARY Inspection on February 13-15, 1979 Areas Inspected This routine, unannounced inspection involved 16 inspector-hours on-site in the areas of progress of construction of reactor and turbine generator buildings, of the construction plant, QA implementing procedures of containment steel structures and supports and other safety-related structures, structural steel and supports.

Results Of the five areas inspected, no apparent items of noncompliance or deviations were identified.

Independent Inspection Effort - Units 1 and 2 This effort included the progress of construction of the reactor and turbine generator buildings, and the construction plant and storage of supplies and equipment in the lay-down areas.

No items of noncompliance or deviations were identified.

Containment (Steel Structures and Supports) - Review of QA Implementing Procedures - Units 1 and 2 The following documentation was reviewed which assures the requirement and control of QC or work p eformance procedures in accordance with applicable codes and standards and specifications for witnessing or inspection, receiving inspections to assure conformance to purchase requirements, cleanliness, protection, packaging, reports, segregation of materials, storaga identification and storage and issuance records:

Quality Control Instruction (QCI) No. M-290 R0, titled " Inspection of Contractor Activities -Containment Vessel Erection at YCNP" The reviewed contractural documents indicate that TVA will supply the containment shell conceptional design to CBI and CBI will design, furnish, fabricate, examine, shop clean, shop paint, deliver, unload, field assemble, erect, inspect, test, clean and paint both containment shells.

CBI will furnish QC thru all stages in accordance with ASME Section III, Article NA-4000 and Subarticle NA-3700; Appendix B to 10 CFR 50 and applicable NRC Guides and ANSI Standards of the N45.2 series.

An inspection report from the TVA Quality Engineering Branch of January 24, 1979, indicated that 10% of the #2 course shell plates were fabricated at the CBI Birmingham, Alabama plant and that the materials for only the bottom head and #1 and #2 course plates were received for the Unit I shell. The report indicated that 12, #2 course plates were scheduled for shipping to the site February 24, 1979.

Safety Related Structures (Structural Steel & Supports) Review of QA Implementing Procedures - Units 1 and 2 Documentation which requires the performance of witnessing or inspection at hold points, receiving inspections for damage, product conformance to procurement specifications, cleaniness and protection specifications and proper reporting of receipt inspections were reviewed.

Inspection and installation procedures cover:.ng type, size and tolerances of fittings, nondestructive testing and records of installation were also reviewed.
