Inspection Sunusary Inspection during the period of February 9,10 and May 7,1981 (Reports No. 50-546/81-02; 50-547/81-02)

Areas Inspected: Resolution of NRC questions with regard to the adequacy of inplace concrete. This inspection involved a total of 80 inspector-hours onsite by five NRC inspectors, including 15 inspector-hours during off-shifts.
Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected Evaluation of the Adequacy of Inplace Concrete

The following was performed on February 9 and 10,1901.
The NRC independent concrete consultants continued to review the Sargent and Lundy Report SL-3753, Revision 1, November 21,1980 (Evaltation of Inplace Concrete). Questions generated during this review were answered by the licensee and his representatives. The two NRC consultants, R. C. Hamm and A. L. Parme were accompanied by Dr. M. A. Cassaro, repre-senting Save the Valley, a public interest group. Included in this inspection was visual inspection and witnessing of additional microseismic

testing performed by Mr. R. A. Muenow, an NDE Consultant (Huenow and Associates, Inc.). Mr. Muenow also answered questions with regard to the microseismic testing that he performed in the summer of 1979.

The independent concrete consultant team, consisting of Messrs. Parme, Hamm, and Cassaro, returned to the Marble Hill site on May 7, 1981. The visit was planned to allow the consultants to observe the in-process concrete repair work for selected patch and repair areas. N-MH repair / inspection Procedures WPN 25, WPN 25-02, and QCP 10.06 were reviewed by the team.
In addition, the statistical evaluation of compressive strength test results, compiled by S&L in accordance with ACI 214, were reviewed.
At the conclusion of their inspection effort, the consultant team stated that, in their opinion, the repair / inspection procedures were adequately written and being properly implemented. They further stated that no serious structural deficiencies had been disclosed to date.

It was understood at the close of the inspection that the consultants do not intend any further site reviews.
Exit Meeting The inspectors met with the site staff representatives (denoted in Paragraph 1)
on February 10, 1981. The inspectors summarized the scope and findings of the inspection and Mr. C. C. Williams introduced Mr. W. S. Little as the NRC pro-jects section chief for the Marble Hill site effective February 16, 1981.
