Areas Inspected:
Storage and preservation of electrical cables and equip-ment, review of procedures, and qualification of QC inspectors. The inspection consisted of 40 inspector-hours onsite by two NRC inspectors.
Results:

Storage and Preservation of Electrical Cables and Equipment.
a.
Storage - The Region III inspector observed electrical-equipment and cable storage facilities designated as warehouse F, ware-house G, and the cable reel yard. The inspector observed ~the-following:

a The Region III inspector questioned the licensee concerning the timeliness of corrective action to resolve the identified non-conformance. The licensee stated that the following actions had been initiated:
(1) Management control of storage and maintenance activities had recently been transferred to Public Service of Indiana (PSI).
(2) A procedure was being written to require the review of all current storage and maintenance requirements and the actions being taken to meet those requirements.
(3) Open NCR's initiated by the licensee's contractors would be rewritten by PSI and corrective action taken as required.
During the NRC exit meeting on August 28, 1981, the licensee stated the actions delineated in (2) and (3) above would be completed within 30 days. This matter is unresolved sending the review of the licensee's corrective actions during c subsequent inspection (546/81-14-01; 547/81-14-01).
2.
Review of QA Implementing Procedures The Region III inspectors reviewed procedures pertaining to the installation and inspection of raceway / raceway supports, electrical cables, and electrical cable terminations. During this review, the inspectors identified areas of concern relative to the follow-ing procedures:
a.
CWP-C3B, Revision 1, " Cable Tray Installation"

(1) The inspectors observed that the licensee has a general procedure to control the rework of installed components.
During discussions with the licensee, the inspector was informed that the licensee is reviewing the control of rework activities. The licensee stated that procedure CWP-C3B may be revised to include rework requirements and controls in lieu of the general rework procedure.
(2) The 3/4" torque valve referenced in paragraph 4.9.1 does not agree with the 3/4" torque valve required by Sargent and Lundy (S&L) specification STD-E8-115. The licensee stated that this was a typographical error which would be immediately corrected. The licensee further stated that no 3/4" welded studs had been used to date in the installa-tion of raceway supports.
(3) The RIII inspectors observed that the unique containment coating requirements for raceway supports are identified in Field Change Request E-4509. The inspectors informed the licensee that these requirements should be included in the next revision to the procedure.

CWO-C6C, Revision 0, " Cable Install.' ion"
.
(1) The licensee stated that procedure CQP-C6C may be revised to include rework requirements and controls in lieu of the general rework procedure discussed in paragraph a.(1).
(2) The RIII inspectors observed that the procedure does not address instructions pertaining to the partial pull of electrical cables. The licensee stated that while the partial pulling of electrical cables is not plannad at this time, the procedure would be revised if partial pulls are later determined to be necessary. The in-spectors observed that no Class IE cables have been pulled at the time of this inspection.
(3) The RIII inspectors observed that the procedures does not address instructions pertaining to the support of cable coils. The licensee stated that adequate measures would be taken to protect coiled cables and that the procedure would be reviewed fer possible revision. The inspectors observed that no Class 1E electrical cables have been inst-11ed.

c.
CWP-C6E, Revision 0, " Cable Termination" (1) The procedure does not address electrical cable separation requirements to be observed during the " training in" of cables into equipment d tring termination. The licensee stated that these requirements would be delineated in the cable termination inspection procedure before work commenced in this area.
(2) Paragraph 4.11.
specifies the use of vinyl self-insulating butt splices for extending wires in equipment such as control panels and switchgear. The inspectors observed that Sargent and Lundy (S&L) specification STD-EA-128 states that vinyl insulation is not to be used in high radiation or high temperature environments.
The inspector informed the licensee that controls must be established to provide assurance that the vinyl butt splices would not inadvertently be used in the containment or other high radiation /high temperature environments. The licensee acknowledged this information.

3.
Qualification of QC Inspectors-Electrical The personnel qualifications and training records of six QC inspectors were reviewed and compared to the requireme'+s of Regulatory Guide 1.58 and ANSI N45.2.6.
The records indicate / that five of the six inspectors had the required education and prior related experience in quality assurance for the level of inspection to which they were certified.
