C 'illiams, C ef P Jects Section 2 3/I8/[[ / I Inspection Summary Inspection during the period of January 1-31, 1981 (Report Nos. 50-546/81-01; 50-547/81-01) Areas Inspected: Inspection by the IE Regional Resident Inspector of activities at the site to verify that the activities being performed complied with the NRC Confirming Stop Work Order, dated August 15, 1980,. and within the scope of the Graduated Rescission of the Order as identified in letters dated July 7,1980 . (authorization for PSI to resume receiving inspection activities), November 13,1980 (authorization for two firms, Cherne and Commonwealth-Lord JV, to resume rece ving inspection activities), and December 5,1980 (authorization for two firms, Cherne and Commonwealth-Lord JV, to resume construction activities with certain conditions being specified). The insp ction also consisted of a review of storage and maintenance activities for safety related items, a review of the PSI receiving inspection activities and construction activities being conducted by the mechanical and electrical contractors. This inspection involved a total of 90 inspector-hours on site by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

% , Licensee Action on Previous Inspection Findings (Closed) Unresolved (546/79-11-05; 547/7S-11-05): Problems with ASME code material / items identified during June 12-14, 1979 inspection by the National Board of Boiler and Pressure vessel Inspectors, documented in their July 10, 1979 letter. PSI provided a satisfactory response in their letter of January 17, 1980, the response together with actions taken were accepted by the State of Indiana. During November 1980 the American Society of Mechanical Engineers ( ASME) conducted a survey of PSI (NRC Report Nos.
50-546/80-43; 50-547/80-43) with positive results. A letter from ASME dated January 13, 1981 forwarded PSI's Certificate of Authorization ("N" Certificate) Number N-2456, thereby completing ASME accreditation.
Based on review of the above and discussions with representatives of the State of Indiana all actions were deemed satisfactory.

7 (Closed) Unresolved (546/79-19-03; 547/79-19-03): Issuance of Interim letter to PSI and the findings of the National Board of Boiler and , ~ Pressure Vessel Inspectors report forwarded by letter to PSI dated November 12, 1979. The resolution of these problems and acceptance of . corrective action is the same as noted above in item 546/79-11-05; 547/79-11-05). This item is closed.
(Closed) Norcompliance (546/80-28-01; 547/80-28-01): Pressure Gages used for equipmer.t in storage were not calibrated. A review of gages currently
installed revealed that these gages were calibrated. A program was established to comply with PSI Procedure PMP 6.03 Revision 1 requirements and is being maintained. This item is closed.
Functional or Program Areas Inspected 1.
Construction Activities Inspection of construction activities was performed by the Resident Inspector to assure that work in Category 1 areas was being performed within the scope of the NRC Confirmatory Order dated August 15, 1979 and Graduated Rescission to the Order by NRC letters of July 7, November 13 and Decemoer 5, 1980. The activities observed were within this scope. - No items of noncompliance or deviations were identified.

Storage and Preservation of Material and Equipment The Resident Inspector observed the storage conditions and maintenance activities in laydown areas, warehouses, and interim storage in the Auxiliary and Fuel Handling Buildings and other storage areas of material and equipment. These inspections were performed to assure compliance with the requirements of ANSI N45.2.2.-Packaging, Shipping, Receiving, Storage and other requirements of the Nuclear Steam System Supplier (Westinghouse) and the Public Service of Indiana's Project Management Manual.
No items of noncompliance or deviationn were identified.

Receiving Inspection Program The Resident Inspector observed the ongoing receiving inspection activities being perforced in accordance with Project Management Manual Procedure PMP-3.07, Revision 5, dated October 28, 1980, for PSI activities.

Media Contact The Resident Inspector was interviewed (per telecon) as follows: On January 22, 1981 with Mr. D. Fleckenstein, reporter for "The Indiana Daily Student", a Indiana University (Bloo=ington) newspaper. The interview subjects were duties and responsibilities of the NRC Resident Inspector, activities currently in process, status of Newberg, concrete honeycombing (numbers and size), and quality records problems (microfilm versus original copy).
On January 26, 1981 with Ms P. Hinsberg, reporter for Magraw-Hill Publication "Inside The NRC".
Interview subjects consisted of status of the Marble Hill Project, restart dates, current activities, and the basis for the NRC Stop-Work-Order.
Exit Meetings The Resident Inspector also met with licensee representatives (denoted under Persons Contacted) periodically throughout this reporting period collectively and individually. The inspector sum =arized the scops and findings for each part of this activity.
